Government Foresight 2030 - a report on sustainable growth and well-being in Finland
On 20 March 2012, the Prime Minister's Office launched a project to prepare a report on Finland's long-term future. The theme of the foresight report is sustainable growth and well-being in Finland.
The foresight report is to examine future developments from the viewpoint of the economy, people's well-being and the environment in their global contexts. The report time scale will cover the next 10-20 years. The aim of the report is to identify likely development trends and set objectives and strategic outlines for the Government work. The output will serve as an operational strategy supporting the decision making of various actors in society at all levels during this Government's term of office and later.
The drafting of the foresight report and the promotion of its implementation will be based on cooperation between experts and stakeholders. Citizens will be widely consulted, too. In parallel with the foresight report, a research project carried out by an international research group analyses changes in the world economy and ways to promote sustainable growth. Members of the group of researchers include professors Manual Castells and Pekka Himanen.
The Prime Minister's Office is responsible for the preparation of the foresight report and the promotion of its implementation. Other parties involved include the Ministry of Employment and the Economy, the Finnish Innovation Fund Sitra, the Academy of Finland, and Tekes the Finnish Funding Agency for Technology and Innovation. Pekka Lindroos, Commercial Counsellor from the Ministry of Employment and the Economy will serve as part-time General Secretary of the project at the Prime Minister's Office.
A ministerial working group chaired by Minister of Economic Affairs Jyri Häkämies has been appointed for monitoring the work on the Government foresight report. State Secretary Jouni Hakala from the Ministry of Employment and the Economy chairs the project's steering group. The report is to be submitted to Parliament in autumn 2013.
Once during each electoral period, the Government submits to Parliament a foresight report on long-term perspectives. Each report focuses on strategic issues relative to policy decisions to be taken in a 10-20 year period. In addition to the Government, the foresight report process always involves Parliament. The aim is also to encourage broad debate in society.
