Invitation to tender for report: How can new jobs be created in bioeconomy, circular economy and cleantech solutions?

The Ministry of Economic Affairs and Employment is procuring a report on employment in bioeconomy, cleantech solutions and circular economy. The Ministry is requesting the tenders for making the report by 28 November 2016. The invitation to tender is meant for researching entities such as higher education institutions and research institutions as well as companies and organisations, or consortiums formed by these entities.

There is an ongoing structural change in the labour market. Industries are changing and jobs are disappearing due to digitalisation and automation. Meanwhile, new jobs are being created in new fields and at the interfaces between industries.

Bioeconomy and cleantech solutions as well as circular economy are industries that are estimated to create new products, services and business models, therefore creating employment and economic growth. In these fields, the employment potential is estimated to be over 100,000 new jobs by 2025. At this moment, Finland is falling behind on the desired rate of growth, and that is why it is urgent to look more closely into the growth potential of the labour market and the necessary actions for increasing growth.

The report will cover job creation in bioeconomy, cleantech solutions and circular economy. In addition, the policy measures available will be assessed. An especial goal of the report is to produce development suggestions for promoting employment in the industry as well as new policy measures for increasing growth and employment in the industry.

Another goal of the report is to look at the developments in global markets and then assess which are the growing fields of bioeconomy, cleantech solutions and circular economy that Finnish enterprises can use to create new business and growth.

The report supports the implementation of the Government Agenda 2030 concerning sustainable development, and the realisation of the Government's key projects, and the report will provide information on promoting these projects. The report should be completed during 2017.
