Division of responsibilities between ministers and ministerial deputies

At its first plenary session, the Government decides on the division of responsibilities between ministers, for ministries with more than one minister. Ministers are of equal status within the ministry.

Each minister is responsible for international and EU matters falling within the ministry’s mandate and matters related to appointments and personnel administration. Each minister also directs financial planning, budget preparation and other joint matters within its field of activity.

The Government appoints the ministers who will stand in for the prime minister and other ministers when the latter are unable to act. When the minister deputising for the Prime Minister is prevented from attending to his/her responsibilities, the most senior minister will stand in. Other ministers have usually four or five deputies.

At its first plenary session on 24 June 2014, Prime Minister Stubb's Government decided on the division of responsibilities between ministers, for ministries with more than one minister. The Government also made a decision on the ministerial deputies.

Prime Minister's Office

Minister for European Affairs and Foreign Trade Toivakka is responsible for matters covered by the Government EU Affairs Department at the Prime Minister's Office, excluding matters related to the European Council, amendments to the Treaties establishing the European Union and appointments related to the European Union that fall within the mandate of the Prime Minister's Office.

Minister for International Development Paatero is responsible for matters that fall under the Government Ownership Steering Department.

Prime Minister Stubb is responsible for all other matters covered by the Prime Minister’s Office.

Ministry for Foreign Affairs

Minister for European Affairs and Foreign Trade Toivakka is responsible for matters related to cooperation in the neighbouring regions, trade policy and matters covered by the Secretariat for Nordic Cooperation.

Minister for International Development Paatero is responsible for matters related to development cooperation.

Minister for Foreign Affairs Tuomioja is responsible for all other matters covered by the Ministry for Foreign Affairs including matters related to work on enhancing Finland’s country brand.

Ministry of Finance

Minister of Transport and Local Government Risikko is responsible for matters falling under the Department for Local Government and Regional Administration, the Personnel and Governance Policy Department, the Public Sector ICT and the Government financial controller's function and matters related to statistical services.

Minister of the Interior Räsänen is responsible for matters related to customs.

Minister for European Affairs and Foreign Trade Toivakka handles issues related to the Budget Council of the EU.

Minister of Finance Rinne is responsible for issues concerning State procurement and Hansel Ltd, State real estate assets and premises, Senate Properties, State Treasury and Government Shared Services Centre for Finance and HR, and all other matters covered by the Ministry of Finance.

Ministry of Education and Culture

Minister of Culture and Housing Viitanen is responsible for matters covered by the Ministry's Department for Art and Cultural Policy, Department for Youth and Sport Policy and and the secretariat for International Relations, excluding matters related to sport. Minister of Culture and Housing is responsible for ownership steering matters related to Veikkaus, Finnish Lottery for Finns, covered by the Administration Unit.

Minister of Defence Haglund is responsible for matters relayed to sport.

Minister of the Interior Räsänen is responsible for church affairs.

Minister of Education and Communications Kiuru is responsible for all other matters covered by the Ministry of Education and Culture.

Ministry of Transport and Communications

Minister of Education and Communications Kiuru is responsible for matters that fall under the Communications Policy Department.

Minister of Transport and Local Government Risikko is responsible for all other matters covered by the Ministry of Transport and Communications.

Ministry of Employment and the Economy

Minister of Labour Ihalainen is responsible for matters falling under the Knowledge Management Department, Employment and Entrepreneurship Department, and Labour and Trade Department.

Minister of Economic Affairs Vapaavuori is responsible for all other matters covered by the Ministry of Employment and the Economy.

Ministry of Social Affairs and Health

Minister of Health and Social Services Huovinen is responsible for matters that fall under the Department for Social and Health Services, but not those related to pharmaceuticals. She is also responsible for matters falling under the Department for Promotion of Welfare and Health and for matters related to gender equality.

Minister of Social Affairs and Health Räty is responsible for all other matters covered by the Ministry of Social Affairs and Health.

Ministry of the Environment

Minister of Culture and Housing Viitanen is responsible for matters related to housing, building and land use planning.

Minister of the Environment Grahn-Laasonen is responsible for all other matters covered by the Ministry of the Environment, including matters related to the Intergovernmental Panel on Climate Change and the preparation of climate legislation.
