Division of responsibilities between ministers

Each minister is responsible for international and EU matters falling within the ministry’s purview and matters related to appointments and personnel administration. Each minister also directs financial planning, budget preparation and other joint matters within the sector concerned.

 

Division of responsibilities between ministers in Prime Minister Alexander Stubb’s Government

 

Division of responsibilities within the Prime Minister's Office between Prime Minister Alexander Stubb, Minister for European Affairs and Foreign Trade Lenita Toivakka and Minister for International Development Pekka Haavisto:

  • Minister for European Affairs and Foreign Trade Lenita Toivakka is responsible for matters covered by the Government EU Affairs Department at the Prime Minister's Office, excluding matters related to the European Council, amendments to the Treaties establishing the European Union and appointments related to the European Union that fall within the mandate of the Prime Minister's Office.
  • Minister for International Development Pekka Haavisto is responsible for matters that fall under the Ownership Steering Department.
  • Prime Minister Alexander Stubb is responsible for all other matters covered by the Prime Minister’s Office.

Division of responsibilities within the Ministry for Foreign Affairs between Minister for Foreign Affairs Erkki Tuomioja, Minister for European Affairs and Foreign Trade Lenita Toivakka and Minister for International Development Pekka Haavisto:

  • Minister for European Affairs and Foreign Trade Lenita Toivakka is responsible for matters related to cooperation in the neighbouring regions, trade policy and matters covered by the Secretariat for Nordic Cooperation.
  • Minister for International Development Pekka Haavisto is responsible for matters related to development cooperation.
  • Minister for Foreign Affairs Erkki Tuomioja is responsible for all other matters covered by the Ministry for Foreign Affairs including matters related to work on enhancing Finland’s country brand.

Division of responsibilities within the Ministry of Finance between Minister of Finance Antti Rinne, Minister of Transport and Local Government Paula Risikko, Minister of Economic Affairs Jan Vapaavuori and Minister for European Affairs and Foreign Trade Lenita Toivakka:

  • Minister of Transport and Local Government Paula Risikko is responsible for matters falling under the Department for Local Government and Regional Administration, the Personnel and Governance Policy Department,  the Public Sector ICT and the Government financial controller's function and matters related to customs and statistics.

  • Minister of Economic Affairs Jan Vapaavuori is responsible for matters that fall under the Financial Markets Department, but not matters related to government borrowing and debt management, nor those related to international financial institutions, with the exception of the European Investment Bank and Nordic Investment Bank.
  • Minister for European Affairs and Foreign Trade Lenita Toivakka handles issues related to the Budget Council of the EU.
  • Minister of Finance Antti Rinne is responsible for all other matters covered by the Ministry of Finance.

Division of responsibilities within the Ministry of Education and Culture between Minister of Education and Communications Krista Kiuru, Minister of Culture and Housing Pia Viitanen and Minister of the Interior Päivi Räsänen:

  • Minister of Culture and Housing Pia Viitanen is responsible for matters covered by the Ministry's Department for Art and Cultural Policy, Department for Youth and Sport Policy and and the secretariat for International Relations. Minister of Culture and Housing Viitanen is responsible for ownership steering matters related to Veikkaus, Finnish Lottery for Finns, covered by the Administrative Unit.
  • Minister of the Interior Päivi Räsänen is responsible for church affairs.
  • Minister of Education and Communications Krista Kiuru is responsible for all other matters covered by the Ministry of Education and Culture.

Division of responsibilities within the Ministry of Transport and Communications between Minister of Transport and Local Government Paula Risikko and Minister Education and Communications Krista Kiuru:

  • Minister Education and Communications Krista Kiuru is responsible for matters that fall under the Communications Policy Department.
  • Minister of Transport and Local Government Paula Risikko is responsible for all other matters covered by the Ministry of Transport and Communications.

Division of responsibilities within the Ministry of Employment and the Economy between Minister of Economic Affairs Jan Vapaavuori and Minister of Labour Lauri Ihalainen:

  • Minister of Labour Lauri Ihalainen is responsible for matters falling under the Knowledge Management Department, Employment and Entrepreneurship Department, and Labour and Trade Department.
  • Minister of Economic Affairs Jan Vapaavuori is responsible for all other matters covered by the Ministry of Employment and the Economy.

Division of responsibilities within the Ministry of Social Affairs and Health between Minister of Social Affairs and Health Laura Räty and Minister of Health and Social Services Susanna Huovinen:

  • Minister of Health and Social Services Susanna Huovinen is responsible for matters that fall under the Department for Social and Health Services, but not those related to pharmaceuticals. She is also responsible for matters falling under the Department for Promotion of Welfare and Health and for matters related to gender equality.
  • Minister of Social Affairs and Health Laura Räty is responsible for all other matters covered by the Ministry of Social Affairs and Health.

Division of responsibilities within the Ministry of the Environment between Minister of the Environment Ville Niinistö and Minister of Culture and Housing Pia Viitanen:

  • Minister of Culture and Housing Pia Viitanen is responsible for matters related to housing, building and land use planning.
  • Minister of the Environment Ville Niinistö is responsible for all other matters covered by the Ministry of the Environment, including matters related to the Intergovernmental Panel on Climate Change and the preparation of climate legislation.
