Division of responsibilities among ministers

Kiviniemi's Government 2010 - 2011

 

Each minister is responsible for international matters falling within the ministry’s purview and matters related to appointments and personnel administration. Each minister also directs financial planning, budget preparation and other joint matters within the sector concerned.

 

Division of responsibilities between ministers in Prime Minister Mari Kiviniemi’s Government

 

Division of responsibilities between Prime Minister Kiviniemi, Minister Thors, Minister Häkämies and Minister Vapaavuori within the Prime Minister's Office:

  • Minister Thors is responsible for matters covered by the Government Secretariat for EU Affairs and the Secretariat for the Finnish EU Presidency, excluding matters related to the European Council, amendments to the Treaties establishing the European Union and appointments related to the European Union that fall within the mandate of the Prime Minister's Office.
  • Minister Vapaavuori is responsible for matters relating to Patria Group that fall under the Government Ownership Steering Department.
  • Minister Häkämies is responsible for other matters falling under the Ownership Steering Department.
  • Prime Minister Kiviniemi is responsible for all other matters covered by the Prime Minister’s Office.

Division of responsibilities between Minister for Foreign Affairs Stubb, Minister for Foreign Trade and Development Väyrynen and Minister Vapaavuori within the Ministry for Foreign Affairs:

  • Minister for Foreign Trade and Development Väyrynen is responsible for matters related to trade policy, development co-operation and co-operation in the neighbouring regions.
  • Minister Vapaavuori is responsible for matters covered by the Secretariat for Nordic Co-operation.
  • Minister of Foreign Affairs Stubb is responsible for all other matters covered by the Ministry for Foreign Affairs.

Division of responsibilities between Minister of Justice Brax and Minister Thors within the Ministry of Justice:

  • Minister Thors is responsible for matters concerning the Åland Islands.
  • Minister of Justice Brax is responsible for all other matters covered by the Ministry of Justice.

Division of responsibilities between Minister of the Interior Holmlund and Minister of Migration and European Affairs Thors within the Ministry of the Interior:

  • Minister of Migration and European Affairs Thors deals with matters covered by the Migration Department and equality issues under the Legal Affairs Unit.
  • Minister of the Interior Holmlund is responsible for all other matters covered by the Ministry of the Interior.

Division of responsibilities between Minister of Finance Katainen and Minister of Public Administration and Local Government Tölli within the Ministry of Finance:

  • Minister of Public Administration and Local Government Tölli is responsible for matters covered by the Department for Municipal Affairs, Public Management Department, Personnel Department and Financial Markets Department, but not matters related to government borrowing and debt management, nor those related to international financial institutions, with the exception of the European Investment Bank and Nordic Investment Bank. Minister Tölli also is responsible for matters covered by the Government Information Management Unit and the Government financial controller’s function. He also oversees matters related to customs and the EU Budget Council.
  • Minister of Finance Katainen is responsible for all other matters covered by the Ministry of Finance.

Division of responsibilities between Minister of Education Virkkunen and Minister of Culture and Sport Wallin within the Ministry of Education and Culture:

  • Minister of Culture and Sport Wallin is responsible for matters covered by the Ministry's Department for Cultural, Sport and Youth Policy, the Administration Department, and the International Relations unit. He also is responsible for matters relating to student financial aid which fall under the Department for Education and Science Policy.
  • Minister of Education Virkkunen is responsible for all other matters covered by the Ministry of Education and Culture.

Division of responsibilities between Minister of Transport Vehviläinen and Minister of Communications Lindén at the Ministry of Transport and Communications:

  • Minister of Communications Lindén is responsible for matters covered by the Communications Department and the Preparedness Unit.
  • Minister of Transport Vehviläinen is responsible for all other matters covered by the Ministry of Transport and Communications.

Division of responsibilities between Minister of Economic Affairs Pekkarinen and Minister of Labour Sinnemäki within the Ministry of Employment and the Economy:

  • Minister of Labour Sinnemäki is responsible for matters covered by the Strategy and Foresight Unit, Employment and Entrepreneurship Department, Working Life and Markets Department, Co-ordination of EU and International Affairs Unit and Development of Legislative Drafting Unit.
  • Minister of Economic Affairs Pekkarinen is responsible for all other matters covered by the Ministry of Employment and the Economy.

Division of responsibilities between Minister of Social Affairs and Health Rehula and Minister of Health and Social Services Risikko and Minister Wallin in the Ministry of Social Affairs and Health:

  • Minister of Health and Social Services Risikko is responsible for matters covered by the Department for Social and Health Services, but not those related to pharmaceuticals. She also is responsible for matters covered by the Department for Promotion of Welfare and Health.
  • Minister Wallin is responsible for gender equality matters.
  • Minister of Social Affairs and Health Rehula is responsible for all other matters covered by the Ministry of Social Affairs and Health.

Division of responsibilities between Minister of the Environment Lehtomäki and Minister of Housing Vapaavuori within the Ministry of the Environment:

  • Minister of Housing Vapaavuori is responsible for matters related to housing, building and land use planning.
  • Minister of the Environment Lehtomäki is responsible for all other matters covered by the Ministry of the Environment.
