Parliamentary Working Group to draw up plan for long-term research and development funding

The Government has appointed a Parliamentary Working Group on Research, Development and Innovation 2022 (RDI Working Group) to draw up a plan for research, development and innovation funding that extends beyond the spending limits period, and to follow the implementation of the decisions and policy outlines of the RDI Working Group 2021.

The newly appointed Working Group will continue the work of the Parliamentary RDI Working Group 2021. In the final report of the Working Group completed in December 2021, all parliamentary groups committed to the target of increasing research and development expenditure to 4% of GDP by 2030. The RDI Working Group proposes that an act should be passed on R&D funding to increase the funding and, besides this, a statutory R&D funding plan should be prepared that extends beyond the spending limits period. The plan strengthens the commitment to promoting R&D funding and activities and further specifies the content and use of the funding. The Working Group also proposes introducing a permanent and more extensive tax incentive for R&D activities. 

The task of the parliamentary RDI Working Group 2022 is to draw up a long-term plan for R&D funding that extends beyond the spending limits period, to serve as the monitoring group for the preparation of the act on R&D funding, and to monitor the implementation of the decisions and policy outlines the Working Group 2021.

The Working Group consists of members from all parliamentary groups formed on the basis of parliamentary elections. The Working Group is chaired by Member of Parliament Matias Mäkynen. The permanent experts and secretariat of the Working Group are from the Prime Minister’s Office, Ministry of Finance, Ministry of Education and Culture and Ministry of Economic Affairs and Employment. 

The term of the Working Group ends on 31 March 2023.
