Export of certain personal protective equipment outside the EU requires a licence– in Finland the licensing authority is the Ministry of Social Affairs and Health

The European Commission has adopted a regulation under which the export of personal protective equipment protecting against infectious material to outside the European Union requires an export licence.

In Finland, the licensing authority is the Ministry of Social Affairs and Health. The Ministry is making preparations for the licence processing and will provide more information on matters related to the licensing procedure as soon as possible.

The Commission Regulation concerns the following supplies protecting against infectious material and referred to in the EU Regulation 2016/425 on personal protective equipment: 

  • protective spectacles and visors
  • face shields, mouth-nose-protection equipment
  • protective garments and 
  • gloves. 

The Regulation does not apply to other personal protective equipment or medical devices.

The Commission adopted the Regulation on 14 March 2020 and amended it on 19 March 2020. The amendment allows exports without export licence not only to EU countries but also to the United Kingdom, Northern Ireland, Norway and Switzerland.
