Minister for European Affairs Tuppurainen and Commissioner Oettinger to meet in Helsinki

Minister for European Affairs Tytti Tuppurainen and European Commissioner for Budget and Human Resources Günther Oettinger will meet in Helsinki on Monday 15 July. The main topic for the meeting is the preparation of the multiannual financial framework of the EU (MFF), i.e. the long-term budget for 2021–2027, including Finland’s aim for the negotiations to enter into the final phase in the Council of the EU during its Presidency. During the day, Commissioner Oettinger will also meet Prime Minister Antti Rinne.

Minister Tuppurainen will chair the General Affairs Council meetings during Finland’s Presidency, and discussion on MFF will be on the agenda of every meeting. In October there will be an exchange of views on the matter at the European Council. The aim for the Finnish Presidency is that the negotiations will proceed in a systematic and target-oriented manner and will lead to a draft proposal for the agreement to be negotiated on the level of the Heads of State or Government. What the EU should aim for is a balanced and modernised financial framework that takes account of both the EU’s new priorities and the traditional policy sectors.

Agreement on the MFF requires unanimity among the Heads of State or Government at the European Council, followed by the approval of the European Parliament.
