Government appoints State Secretaries to Ministers Haatainen and Tuppurainen

On Thursday 9 January, the Government appointed Master of Social Sciences Ville Kopra as State Secretary to Minister of Employment Tuula Haatainen and Master of Social Sciences Olli Koski as State Secretary to Minister of European Affairs and Ownership Steering Tytti Tuppurainen. The State Secretaries’ terms end with those of the Ministers.

At the same government plenary session, State Secretary Kopra made an affirmation of office and State Secretary Koski took an oath of office.

Kopra previously worked at the Ministry of Economic Affairs and Employment, where he served as Special Adviser to Minister Timo Harakka. Before taking on his post as Special Adviser, Kopra worked as External Communications Manager at the Finnish Industrial Union. Prior to this, he was a partner at Miltton communications agency. He has also worked as a Special Adviser at the Ministry of Finance, as the Director of the Kalevi Sorsa Foundation, and as an economist at the Central Organisation of Finnish Trade Unions (SAK).

Koski is transferring to the Prime Minister’s Office from his post as Director at the Ministry of Economic Affairs and Employment. In this position, he provided support to the most senior management in the Ministry in the implementation of Government Programme objectives at the interfaces of industrial, business and employment policies, in shaping growth policies, analysing operating environments and conducting effectiveness assessments. Koski worked at SAK between 2004 and 2017, most recently as Head of Economic Affairs and Chief Economist.

State Secretaries assist ministers in matters relating to political steering and preparatory work. They also assist and represent the ministers in the drafting of policy outlines and in inter-ministerial coordination, harmonising of policy positions, implementation of the Government Programme in the minister's administrative branch, and handling of EU and international affairs.
