Member States stress growth and jobs in their position on the EU budget for 2020

On 10 July 2019, the Permanent Representatives Committee agreed the Council’s position on the 2020 EU draft budget in advance of negotiations with the European Parliament in the autumn.

The EU Member States’ position on the 2020 EU budget underlines the sustainable and effective use of funds and the allocation of adequate resources to meet current needs.

The Member States would increase commitment appropriations by 0.58% and payment appropriations by 3.32%, compared to 2019.

The Council’s position on the 2020 EU budget would amount to:

  • EUR 166.8 billion in commitment appropriations (EUR 165.8 billion in 2019). The EU commits to these appropriations next year, but some of them are paid later.
  • EUR 153.1 billion in payment appropriations (EUR 148.2 billion in 2019). The EU pays these appropriations next year.

The Council is expected to adopt formally its position at the beginning of September. The European Parliament will then form its position on the Council’s position. The Council will prepare negotiations with the European Parliament on the EU’s budget for 2020 in its meeting on 15 November. The negotiations will be held at a Conciliation Committee meeting the same day.
