What is the healthcare, social welfare and regional government reform roadmap?

There is a roadmap that has been created to support the regional preparation of the healthcare, social welfare and regional government reform. Taina Mäntyranta, Ministerial Counsellor at the Ministry of Social Affairs and Health, gave a video interview to explain what the roadmap actually is, for whom it is intended and how it is used.

What is the healthcare, social welfare and regional government reform roadmap?

“The roadmap is a guide or a handbook to help counties prepare for the healthcare, social welfare and regional government reform. It contains four different stages. At the moment, the optional preparation stage is ongoing. After that, there will be a temporary administration followed by an election in the beginning of 2018. The responsibility for organising services will be transferred starting from January 2019. At this point, the first, optional stage consisting of preparation is completely or nearly finished, and it will carry on until next summer.”

Who is it for?

“There are 18 counties with 18 people in charge of change management or regional preparations, and 18 people in charge of healthcare and social welfare preparations. Most counties are already very organised; there might over two hundred people or so involved in the groups working on healthcare and social welfare or regional government or both. The roadmap is meant for all these people, and of course for everyone else who might be interested.

Since the roadmap is meant for those who are preparing the big reform, it contains a certain amount of review on legislation, but there is a lot of other content, too. There are good examples from different parts of Finland, and more are being added as soon as we hear from counties that someone has come up with a good idea for the preparation stage. The roadmap contains links to materials from different Ministries and also from THL and the Association of Finnish Local and Regional Authorities. On the one hand, the main responsibility lies with the Ministry of Finance, and on the other hand, it lies with the Ministry of Social Affairs and Health.”

How do you use it?

“The roadmap is electronic. It can be found at alueuudistus.fi. The roadmap contains four stages. When you click each stage, you get more instructions, ideas and shareable links. At the moment, it is built on the tasks laid out in the Counties Act. These over 20 different tasks have each their own section. Of course, there is more text on the operation of healthcare and social welfare, as it makes up maybe 90 per cent of all regional government operations. Additionally, there are general texts about personnel, property and procurement. It's all online in one place with links and more information.”
