First phase of digitalisation in occupational safety and health enforcement completed successfully

The final report of the Ministry of Social Affairs and Health’s Valtimo project has been completed. The project developed digital tools for occupational safety and health (OSH) enforcement, and for planning and monitoring it.

Digital tools helping OSH inspectors

The most important outcome of the Valtimo project was the creation of the electronic Vera ICT system, into which OSH inspectors record the information from the workplace inspections using ready-made models.  

"The electronic tools were created to make the work of OSH inspectors easier and to speed it up. The goal in creating such a system is to avoid unnecessary work by storing information in one place once. We achieved that goal successfully", says leader of the Valtimo project, Senior Officer Teija Inkilä from the Ministry of Social Affairs and Health.

The Vera ICT system is also used in planning and monitoring OSH, and utilised in legislative preparation. Along with Vera, information management in OSH enforcement improved and the number of information systems decreased. The reform is visible in workplaces as improved quality of monitoring.

Exceptionally successful ICT project in public services

The Valtimo project as a whole was a cost-effective, fast and well lead project. The success of an ICT project in terms of all indicators is exceptional, especially in public administration.

"Acquiring a corresponding system at average performance level would have cost almost three times as much and lasted 5–8 years longer, so we can indeed talk about exceptional success here", Inkilä estimates.

The Ministry of Social Affairs and Health will evaluate the success of the Valtimo project and its impact in more detail at the end of 2016.
