Finnish gambling model

- The Finnish gambling system is based on a monopoly of three gambling corporations, which are the only legal operators in Finland. The Lotteries Act lays down provisions on running lotteries. The Act guarantees the legal rights of those participating in public lotteries, prevents misuse and crime, as well as reduces the social and health challenges caused by participation in lotteries, said Permanent Secretary Päivi Nerg in her speech at the European Conference on Gambling Studies and Policy Issues organised in Helsinki on 10 September.

- The Lotteries Act has been amended in 2010 and 2012. According to the Finnish Population Prevalence Survey, harmful effects of gambling and the amount of money used for gambling among problem gamblers has been decreasing significantly due to the amendments made in 2010 and 2012, Ms Nerg continued.

The Ministry of the Interior coordinates Finland’s gambling policy

The Ministry of the Interior is responsible for drafting and coordinating Finland’s gambling policy and associated legislation. Since 2012, the rules of gambling have been laid down by decrees of the Ministry of the Interior.
