Pauliine Koskelo elected judge to the European Court of Human Rights

The Parliamentary Assembly of the Council of Europe, on Tuesday, 21 April, selected Pauliine Koskelo to be a judge at the European Court of Human Rights.

Nine people had applied for the position. An Expert Advisory Board appointed by the Government assessed the people who had expressed interest in the position. The Government nominated three people, and the Advisory Panel of Council of Europe Experts gave its opinion on their qualifications.

The number of judges in the European Court of Human Rights equals the number of parties to the European Convention on Human Rights, which is 47. Judges are elected for a nine-year term and may not be re-elected. The term of a judge expires when the judge reaches the age of 70 years.

The term of Päivi Hirvelä, the present judge of the European Court of Human Rights in respect of Finland, ends on 31 December 2015. Hirvelä has been a judge of the European Court of Human Rights since the beginning of 2007.

President of the Supreme Court Pauliine Koskelo has held her current position since 2006; before that she had been a member of the Supreme Court since 2000. She had previously served, among others, as a Director at the European Investment Bank and as a Counsellor of Legislation at the Ministry of Justice.

The European Court of Human Rights is based in Strasbourg, France. Its task is to monitor compliance with the European Convention on Human Rights in the Contracting States. A Contracting State or any natural or legal person may appeal to the Court alleging that the rights set forth in the European Convention on Human Rights have been infringed.
