Minister of Defence Antti Kaikkonen has on the 4th of December 2019 authorised the Defence Forces Logistics Command to conclude a framework agreement with VR Group Ltd for 2020-2023. The framework agreement on train travel for conscripts is based on a cooperation agreement between Hansel Ltd and VR Group Ltd in which the train travel services for passenger transport paid by the State is agreed.
The value of the agreement not exceeding EUR 21 million, it covers journeys paid by the Defence Forces for conscripts on domestic long distance trains and on VR's local trains.
This supports the state's travel strategy as well as the reduction of travel related costs and the improvement of process efficiency. The objective of the framework agreement is to continue the operating and pricing model of train travel for conscripts, which reduces the travel administration costs of the Defence Forces and the process costs of VR Group Ltd.
In addition, climate change mitigation by increasing the use of renewable energy is central to environmental responsibility. About 90 per cent of VR's passenger trains are powered by renewable electricity.
