30.4.2026 | The General Government Fiscal Plan guides the planning of public finances. It covers central government, wellbeing services counties, municipalities, statutory earnings-related pension funds and other social security funds.

18.12.2025 | Finland’s economic recovery has been weaker than expected this year. The general government deficit is wide, and the debt ratio will continue to grow, estimates the Ministry of Finance in its economic forecast published on 18 December.

5.2.2026 | On Thursday 5 February, the Government submitted a supplementary budget proposal for 2026 to Parliament. The supplementary budget focuses on boosting growth and investments with the goal of supporting employment. The proposal also includes a decrease to revenue estimates.

20.4.2026 | The Government has submitted a Europe communication to Parliament concerning the European Affordable Housing Plan published by the European Commission on 16 December 2025. The Europe communication describes the main content of the plan and presents Finland’s opinion regarding it. Finland recognises the importance of a well-functioning housing market but points out that challenges related to housing vary a great deal between Member States.

5.12.2025 | In its meeting on Friday 5 December, the Ministerial Committee on European Union Affairs discussed the European Commission’s proposal for the EU’s next multiannual financial framework and the agendas for four upcoming council meetings.

10.3.2026 | The Ministry of Economic Affairs and Employment has adopted the financial statement of the National Nuclear Waste Management Fund for 2025 and decided on the recognition of the profit of the Fund as revenue. The Fund consists of two separate assets, the Financial Provision Fund and the Research Fund for Nuclear Waste and Nuclear Safety Research, which focuses on expertise in the nuclear energy use.

22.9.2025 | The Government has submitted its proposal for the 2026 Budget and related legislative proposals to Parliament.

12.12.2025 | Moody’s announced that Finland’s ratings are still at the second highest level, Aa1, and Finland's outlook is stable.

18.2.2026 | According to a report by the Ministry of Social Affairs and Health, the gap between wellbeing services counties’ operations and finances widened in 2025. This trend is also expected to continue in the coming years. The underlying reasons include population ageing, an increase in service needs and uneven regional migration.

22.9.2025 | The Finnish economy is slowly recovering from recession, with weak employment and economic uncertainty keeping households cautious. The general government debt ratio will stabilise briefly, but not permanently, at the end of the parliamentary term, estimates the Ministry of Finance in its forecast published on 22 September.

10.12.2025 | The wellbeing services county reform is progressing towards the set objectives throughout Finland, but there are still many issues left to address. This is according to a broad-based interim evaluation of the wellbeing services county reform made by an independent expert group.

25.3.2026 | A study describing the alternatives and costs of nuclear energy promotion as well as its effects on the electricity market has been published. The report commissioned by the Ministry of Economic Affairs and Employment and produced by AFRY Management Consulting Oy was submitted to Minister of Climate and the Environment Sari Multala on 25 March 2026.

19.1.2026 | The International Monetary Fund (IMF) published its annual report on the Finnish economy on Monday 19 January. According to the IMF, efforts to strengthen public finances will have to continue for several years.

8.8.2025 | The draft budget includes new adjustment measures by Minister of Finance Riikka Purra. The overall spending included in the draft budget is EUR 89.6 billion in total. The draft budget shows a deficit of EUR 9.9 billion, when excluding a one-off revenue entry item from the National Housing Fund.

17.12.2025 | Finland will participate in the 17th replenishment of the African Development Fund (AfDF-17) to support sustainable economic growth in the poorest countries on the continent. The objective of the African Development Fund (AfDF) is to reduce poverty by promoting the economic and social development of African countries. Finland is also involved in supporting Africa’s debt sustainability.

20.11.2025 | On Thursday 20 November, the Government submitted its proposal to Parliament to amend the budget proposal for 2026. It includes proposals to launch new transport projects and to support Ukraine. The proposal will decrease the revenue estimate by EUR 189 million and increase the requirement for appropriations by EUR 455 million.

4.12.2025 | Finland is on the path to achieving the emission reduction targets for the effort-sharing sector for the period 2021–2030, set jointly in the EU. On 4 December 2025, the Government gave a Report to Parliament on the Medium-Term Climate Plan that sets out the measures to boost emission reductions.

30.4.2025 | The Finnish economy is expected to grow, but the trade war may substantially slow down growth. In its forecast published on 30 April, the Ministry of Finance warns that general government finances remain weak, and that Finland has few buffers to reduce the impacts of a trade war.

16.6.2025 | Finland’s economy is recovering from recession, but trade disputes and uncertainty are delaying faster growth. Public finances are in dire need of a turnaround, as deficits remain deep and the debt ratio is threatening to rise above 90 per cent, according to the forecast published by the Ministry of Finance on 16 June.
