27.11.2025 | On 27 November 2025, the Government proposed approval of a fixed-term act on scrapping premiums for passenger cars. The act will enter into force on 1 January 2026. Applications for a scrapping premium may be submitted to the Transport and Communications Agency Traficom after the entry into force of the proposed act.

22.9.2025 | On 22 September 2025, the Government submitted to Parliament a legislative proposal concerning a fixed-term scrapping premium for passenger cars. Scrapping premiums could be applied for concerning the period 1 October 2025–31 December 2027. Applications could be submitted when the act is in force. The act is proposed to enter into force on 1 January 2026.

27.8.2026 | On 27 August 2026, the Government submitted to Parliament a proposal to supplement the national implementation of the EU framework Regulation on non-road mobile machinery and the Euro 7 Regulation. The Regulations are related to vehicle approval, market surveillance and environmental requirements. The rolling stock will be transferred to Suomen Ostoliikennekalusto's ownership from the beginning of March.

10.12.2025 | The Ministry of Transport and Communications has launched a legislative project to introduce a comprehensive reform of the Driving Licence Act, as the new Driving Licences Directive and the updated driving disqualifications rules of the EU shall be transposed into national legislation. The Directive calls for amendments to the driving licences regulation throughout the EU.

12.2.2026 | On 12 February 2026, the Government submitted three communications concerning proposals included in the European Commission’s Automotive Package to Parliament. On 30 January 2026, the Government also submitted a Europe communication regarding the Commission’s proposal to amend the EU Regulation on the CO2 emissions standards for heavy-duty vehicles.

9.10.2025 | The Ministry of Transport and Communications requests comments on the draft government proposal that would amend the Act on Transport Services and certain other acts. The draft proposal aims to improve the operating conditions of the transport sector. Comments may be submitted until 19 November 2025.

17.6.2025 | The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

12.6.2025 | On 12 June 2025, the Ministry of Transport and Communications initiated a regulation project to amend the Driving Licence Act. The project’s goals are to promote road safety by improving the capability of young drivers to identify and avoid risks and by restricting the times of day young people can drive. Preparations for this project have been under way for a long time.

22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen. The accord was achieved in tripartite negotiations on 18 January 2024.

30.10.2023 | The European Commission is preparing a draft Implementing Regulation on considering the emission standards for cars and light-duty commercial vehicles running on carbon neutral fuels in the type approvals. The Ministry of Transport and Communications informed Parliament of the upcoming initiative on 27 October 2023.

10.11.2022 | The Government proposes amendments to the Act on Environmental and Energy Efficiency Requirements for Vehicle and Transport Service Procurements. With the health and social services reform, the requirements assigned to municipalities under the current Act will transfer to the wellbeing services counties, which are about to start operating on 1 January 2023. The Government submitted its proposal to Parliament on 10 November 2022.
