Europeiska kommissionens portal för öppna data (data.europa.eu) ansvarar för den årliga jämförelsen och i år deltar 35 länder. Finlands placering förbättrades med en plats jämfört med i fjol. Frankrike, Ukraina, som var en ny deltagare, och Polen klarade sig bäst i jämförelsen.
