23.10.2025 | The amendment to the Electricity Market Act will promote the integration of the increasing electricity generation and growing consumption loads into the main grid and high-voltage distribution network. 8.5.2025 | On 8 May 2025, the Government submitted to Parliament a proposal for acts amending the Electricity Market Act and sections 12 and 96 of the Natural Gas Market Act. The main objective of the proposal is to facilitate the integration of the increasing electricity generation and consumption loads into the transmission system and high-voltage distribution networks.

12.4.2024 | The Ministry of Economic Affairs and Employment has appointed a working group to prepare a proposal for reforming the Electricity Market Act to integrate the increasing electricity production and the growing load demands into the transmission network and the high-voltage distribution networks. 2.3.2023 | The acts on the temporary retroactive reimbursement for electricity costs, the extension to payment period of electricity bills and the temporary support to secure the liquidity of electricity companies and other related legislation will enter into force on 6 March 2023. The acts are set to be approved at the presidential session on Friday.

4.1.2024 | The price of exchange electricity – the spot price of electricity sold on the power exchange – will rise to record levels on Friday 5 January 2024. Even at its lowest, the hourly changing price of electricity, including the Finnish value added tax, will be more than a euro per kilowatt-hour (kWh) between 6.00 and 21.00 and more than two euros between 15.00 and 20.00.

8.12.2022 | The Government has issued a decree that lays down provisions on classification of critical electricity consumers during disruptions, power shortages and crises. Grid operators must update their preparedness plans in accordance with the decree. 

22.6.2022 | A national hydrogen network will be established in Finland. On Wednesday 22 June, the Ministerial Committee on Economic Policy supported expanding the group-level mandate of the wholly state-owned Gasgrid Finland Oy to include hydrogen transmission infrastructure and the development of a related hydrogen market in Finland.

20.10.2021 | The Ministry of Economic Affairs and Employment has granted Fingrid Oyj a permit to construct a transmission line of 400 kilovolts that will cross the border between Finland and Sweden. The interconnector would increase the transmission capacity between Finland and Northern Sweden from Sweden to Finland by 800 MW and from Finland to Sweden by 900 MW.

25.6.2026 | EU energy ministers will meet in Luxembourg on 26 June 2026. The main item on the agenda of the meeting of the Transport, Telecommunications and Energy Council is to reach a general approach on the development of trans-European networks for energy. The ministers will also discuss the planning of post-2030 energy policy, as well as coordination and response measures to the energy impacts of the closure of the Strait of Hormuz.

27.1.2022 | On January 26 2022, the Energy programme committee of the EU’s Connecting Europe Facility (CEF) decided to grant EUR 127 million for the implementation of a planned electricity transmission line between Northern Finland and Northern Sweden. The amount will be divided between Finland and Sweden. The financial support covers 50% of the project costs.

21.2.2022 | Datahub, the centralised information exchange system for the electricity retail market, went live on 21 February 2022. Datahub centralises the data from about 3.8 million electricity accounting points in a single system, and it significantly accelerates the exchange of information in the electricity retail market. Datahub is a key part of the flexible power system of the future.

21.10.2021 | The legislative amendments required for the introduction of centralised information exchange services for the retail electricity market, the Datahub, will enter into force on 27 October 2021. These include the Act on amending the Electricity Market Act and the Act on temporary measures related to the introduction of centralised information exchange services in retail electricity market. The President of the Republic is scheduled to approve the legislative amendments on Friday 22 October 2021.

28.1.2021 | On 28 January 2021, the Government submitted a proposal to Parliament to curb the rise in electricity distribution prices and cut the profits of distribution companies by amending the Electricity Market Act and the Act on the Supervision of the Electricity and Natural Gas Market. The Acts are intended to enter into force as soon as possible.

12.8.2021 | The Government issued a new decree on electricity supply settlement and measurement on 12 August 2021. The decree lays down provisions on the 15-minute balance settlement period, the transition towards the so-called single price model in the electricity market, and the changes in electricity supply settlement caused by the introduction of Datahub – a centralised information exchange system for the electricity retail market.

18.12.2025 | Finland’s economic recovery has been weaker than expected this year. The general government deficit is wide, and the debt ratio will continue to grow, estimates the Ministry of Finance in its economic forecast published on 18 December.

7.5.2026 | The State is selling Class B shares in Fingrid to OP Pohjola. Earlier this year, the State acquired the Class A shares in Fingrid owned by Ilmarinen. Fifty of these shares will now be converted into Class B shares. Following the arrangement, the State’s holdings in Fingrid will 59.5 per cent.

8.6.2026 | Minister for Foreign Trade and Development Ville Tavio will lead a Team Finland trade mission to Dalarna and Västmanland, Sweden, on 9–10 June. The business delegation to accompany Minister Tavio consists of eight Finnish companies working in automation, smart grids and information networks, energy production and cloud services.

13.3.2026 | The EU ministers responsible for energy issues will convene in Brussels on 16 March 2026. The meeting agenda will include the European grids package for 2028–2034, the action plan for affordable energy, and energy security. Finland will be represented by Minister of Climate and the Environment Sari Multala.

5.2.2026 | The State of Finland is acquiring the Class A shares in Fingrid currently owned by Ilmarinen Mutual Pension Insurance Company. The total share purchase price is about EUR 401.3 million. The acquisition will strengthen the State’s ability to steer Fingrid, which a company of strategic interest.

18.12.2025 | Minister of Climate and the Environment Sari Multala and Estonia’s Minister of Energy and the Environment Anders Sutt discussed future opportunities for Finnish-Estonian energy cooperation in Helsinki on 18 December 2025. The countries have so far had successful collaboration on developing the transmission networks for electricity and gas, protecting critical infrastructure and creating a common electricity market.

15.7.2024 | On 15 July 2024, the Ministry of Transport and Communications published an assessment report on how the electrification of transport could contribute to the flexibility of the Finnish energy system. In accordance with EU requirements, the report describes the current state of the opportunities which the electrification of transport could offer and proposes measures. 

30.5.2024 | EU Energy Ministers will meet in Brussels on May 30. The aim is to adopt the Council conclusions on promoting sustainable electricity network infrastructure. The ministers will also discuss the future of the REPowerEU plan and the status of the Green Deal. Finland will be represented at the meeting by Minister of Climate and the Environment Kai Mykkänen.

2.10.2025 | The Nordic energy ministers met in Helsinki on 1 October. The main topics of the meeting were energy  security and the electricity market. This year Finland holds the Presidency of the Nordic Council of Ministers, together with Åland. Finland was represented by Minister of Climate and the Environment Sari Multala and, on behalf of Åland, by Minister Camilla Gunell.

13.11.2025 | The Finnish Government submitted a communication to Parliament on 13 November 2025 regarding the European Commission’s proposal for a Regulation on the Connecting Europe Facility for the period 2028–2034. The Government welcomes the proposal and emphasises that funding should be more strongly directed towards strengthening defence and security, among other sectors. 

6.9.2024 | The Finnish Minister of Climate and the Environment Kai Mykkänen and the Norwegian Minister of Energy Terje Aasland discussed cooperation prospects in the energy sector between the two countries in a virtual meeting on 6 September 2024. 

14.3.2025 | The first Energy Council meeting under the Polish Presidency will be held in Brussels on 17 March 2025 with a focus on the Commission’s action plan for affordable energy and the energy security situation in the EU. Minister of Climate and the Environment Sari Multala will represent Finland at the meeting.

12.5.2025 | On 12 May 2025, the EU Baltic Sea coastal states signed a Memorandum of Understanding in Warsaw to renew the Baltic Energy Market Interconnection Plan adopted in 2015 (BEMIP). The plan focuses on developing the energy infrastructure and transmission networks in the Baltic Sea region.

10.10.2023 | Gasgrid Finland informed the authorities on Sunday that a leak causing disruption in gas transmission had been detected in the Balticconnector gas pipeline between Finland and Estonia in the early hours of 8 October. The breach is located in Finland’s economic zone. Led by Finnish National Bureau of Investigation, the authorities in Finland have launched an investigation into the matter. In terms of security of supply, the situation remains stable.

9.2.2023 | The Government adopted a resolution on hydrogen on 9 February 2023. In its resolution, the Government describes Finland’s objectives regarding hydrogen and the measures to promote them. Finland’s goal is to become the European leader in the hydrogen economy in the entire value chain. Finland has the capacity to produce at least ten per cent of the EU’s emissions-free hydrogen in 2030.

11.10.2024 | The EU energy ministers will convene in Luxembourg on 15 October 2024 for the official Energy Council under the Hungarian Presidency. There are no decisions on the agenda of the meeting. The ministers will discuss follow-up measures to the recommendations of Draghi’s competitiveness report, preparedness for the upcoming winter season and divergence in wholesale electricity prices.

2.12.2021 | The Government has submitted the Act on the guarantee of origin of energy to the President of the Republic for approval. The Act will make it easier for customers to influence the origin of the energy they are buying through a reliable system. With the guarantee of origin, consumers can trust that the energy marketed and sold to them as renewable is in fact produced from renewable energy sources. The Act will enter into force on 3 December 2021.

15.4.2024 | The call for applications on investment aid for energy infrastructure projects under Finland’s Recovery and Resilience Plan (RRP) has been opened. Applications will be accepted until the 15th of May 2024. The aid may be granted to companies and corporations for projects, where eligible costs exceed EUR 5 million. The investment aid available for projects is approximately EUR 35 million.

14.8.2024 | Prime Minister Petteri Orpo and Estonian Prime Minister Kristen Michal met in Helsinki on 13–14 August. Their discussions focused on cooperation between Finland and Estonia, improving European security and defence, and other topical EU matters.

15.12.2023 | Hydrogen is the fuel of the stars and makes our life possible. Humanity, however, is still in its infancy in harnessing fusion nuclear power as an energy source, so the role of hydrogen on Earth is different - at least for the moment. Traditionally, it already works as a raw material for many industrial processes, for example oil refining. A new, climate-based need is to utilize clean hydrogen in industrial processes that replace fossil-based production.

7.6.2024 | The availability and price of natural gas (methane) have been at the heart of Europe's response to Russia's aggression in connection with the war in Ukraine. A massive military invasion of Ukraine began in February 2022, but the energy war started already in summer 2021 as Russia manipulated gas trade to the European Union.

4.8.2023 | Before Russia's invasion of Ukraine in February 2022, approximately one third of the energy used in Finland was imported from Russia. That share was reduced almost to zero in a few months, and the energy war launched by Russia increased consumer prices remarkably. As the energy markets have changed, it is the time to look how Russian energy was replaced and what more permanent effects trade changes will have.

7.9.2023 | During the autumn, the Government will launch a number of projects to boost the energy transition. The aim is to attract investments to Finland that reduce emissions and turn Finland into a leader in terms of clean energy and a positive climate handprint.

22.12.2023 | The Ministry of Economic Affairs and Employment has granted approximately EUR 30.9 million in energy investment aid under Finland’s Recovery and Resilience Plan to 12 projects related to energy infrastructure and the electrification and decarbonisation of industrial processes. 15.9.2022 | At its meeting on Thursday, the Climate Policy Roundtable stressed that the short-term measures to find solutions to the energy crisis must not override the long-term actions to mitigate climate change. The measures raised in the discussion included increasing the production of renewable energy, implementing the hydrogen strategy, saving energy, measures taken within the EU, and supporting those who are in a vulnerable position.

16.12.2022 | The Ministry of Economic Affairs and Employment has granted a total of EUR 119,196,068 to 16 clean energy projects under Finland’s Recovery and Resilience Plan.

11.3.2022 | By the deadline of 4 March 2022, 86 applications were received in the first application round for energy investment aid under Finland’s Recovery and Resilience Plan. The investment aid is intended for energy solutions of the future that aim to achieve carbon neutrality and improve competitiveness, among other things. The total amount of aid applied for was EUR 1.65 billion.

1.12.2021 | The EU's Energy Council will convene in Brussels on 2 December 2021. State Secretary Jukka Ihanus will represent Finland on behalf of Minister of Economic Affairs Mika Lintilä. The meeting will focus on the energy initiatives in the Fit for 55 package concerning renewable energy and energy efficiency and the recent rise in energy prices in Europe.

9.3.2022 | An action plan published by the European Commission on 8 March 2022 sets the objective of achieving independence from Russian energy by the end of the decade. We can immediately change suppliers of many fuels. However, a long-term transformation will require major investments in energy and industrial facilities as well as transmission lines. At the same time, we must accept that the change will have an effect on energy prices.
