28.1.2021 | A total of 357,400 unemployed jobseekers were registered at the Employment and Economic Development Offices at the end of December. This was 99,700 more than a year earlier. The number of unemployed jobseekers increased by 42,800 from the previous month. The number of unemployed jobseekers also includes those fully laid off. 3.2.2023 | More than 45,000 people who fled Ukraine last year may be eligible for a municipality of residence in 2023 after residing in Finland for one year, with about 13,000 already satisfying the qualifying period of residence in March–April. On registering a municipality of residence, they will leave the reception services system and become clients of municipalities and wellbeing services counties. This will make them a more integrated part of society in Finland.

15.2.2023 | During 2019–2023, the Government’s working capacity programme sought solutions to the employment problems of people with impaired capacity to work. At the same time, the programme developed more effective services to support working capacity. The closing event of the programme on 15 February examined the employment of people with impaired work capacity from the perspective of social sustainability, inclusion and the service system.

4.6.2026 | The Government is proposing a new type of integration assistance. The general social security benefit would be paid as integration assistance to immigrants registered as unemployed jobseekers who do not meet the prior work requirement or have lived in Finland for less than three years.

25.5.2022 | According to the labour market forecast extending until 2024, employment will improve in Finland. The number of employed people will continue to increase, but the rapid post-pandemic growth in employment is expected to slow down towards the end of 2023.

19.5.2026 | Finland’s Ministry of Economic Affairs and Employment forecasts that, compared with this year, employment growth will be more robust in 2027 and 2028. A decline in long-term unemployment is expected to begin after the summer of 2026.

7.5.2026 | The Government proposes legislative changes that would make it easier for people claiming unemployment benefits to study. According to the proposal, jobseekers aged at least 25 years could enrol for open higher education studies at universities, universities of applied sciences, community learning centres and summer universities without losing their unemployment benefit.

15.1.2026 | In the first stage, the general social security benefit will be a new social security benefit for unemployed jobseekers, replacing the existing labour market subsidy and basic unemployment allowance. The legislation on the general social security benefit is scheduled to enter into force on 1 May 2026.

The overall reform of social assistance aims to clarify the role of social assistance as a last-resort and temporary form of assistance, prevent social exclusion among young people and strengthen general government finances.

28.11.2025 | With the aim of strengthening Finland’s economic growth, speeding up investments and improving employment, the Ministry of Economic Affairs and Employment has prepared a growth and employment package in line with the Government’s decisions.
