Prime Minister Sanna Marin will represent Finland at the extraordinary European Council meeting to be held in Brussels on 17–18 July. At the meeting, the EU leaders will try to reach an agreement on the EU recovery package, which consists of the new multiannual financial framework for 2021–2027 and an accompanying recovery instrument.

On 10 July, President of the European Council Charles Michel presented his modified proposal for the recovery package, which will provide a basis for the Council’s negotiations. The key questions for Finland are related to the overall size of the recovery instrument, the relative proportions of loan-based and grant-based subsidies, the maximum responsibilities of the Member States for financing the package and the criteria for the allocation of subsidies.
