Prime Minister’s Office draft budget 2018

The Prime Minister’s Office has drafted a budget proposal of EUR 210.5 for 2018. In addition to the operating expenses of the Prime Minister’s Office, the draft budget covers the operating expenses of the Office of the Chancellor of Justice, the pay expenses of ministers, state secretaries and special advisers, and subsidies to political parties, among other things.

The proposed operating expenses for the Prime Minister’s Office total EUR 123.5 million.

In 2018, the Prime Minister's Office will carry on implementing joint government-level development projects to replace the different IT operating environments in the ministries with a common infrastructure and to make joint processes and procedures more efficient. An appropriation totalling EUR 4.2 million is proposed for these projects for 2018.

In addition, provision will be made for a non-recurring appropriation of EUR 1.4 million for renovating the Government Banquet Hall, which is managed by the Prime Minister's Office. 

EUR 6.5 million is proposed for the pay expenses of ministers, state secretaries and special advisers in 2018.

EUR 3.4 million is proposed for the operating expenses of the Office of the Chancellor of Justice.

In line with the Government's policy, the aim in state ownership policy is to achieve a level of performance that is sustainable for society and in business terms. EUR 5.7 million is proposed for the payment of expenses from state ownership arrangements, corporate restructuring and the sale of shares, and for expenses related to the sale of state shares and ownership steering activities.

Finland will hold the Presidency of the Council of the European Union from 1 July to 31 December 2019. The Prime Minister’s Office will lead preparations for the Presidency and will bear responsibility for coordinating matters related to the planning and implementation of the Presidency. An appropriation totalling EUR 6.8 million is proposed for this purpose for 2018. A provision of EUR 70 million has been made for the period of 2018-2020 to cover the overall expenses of the EU Presidency. In addition to this, the main title of the Ministry of the Interior includes an increase in security expenditure appropriations for the Presidency.

An appropriation of EUR 0.8 million is proposed for Finland's contribution to the European Centre of Excellence for Countering Hybrid Threats. Established in 2017, the Centre serves to help its member countries enhance their preparedness and resilience related to hybrid threats.

The budget proposal of the Prime Minister's Office also includes a proposed appropriation of EUR 0.6 million to mark the year 1918. 1918 is a year of major importance to Finnish society, and the purpose is to highlight the importance of social cohesion by organising commemorations and discussions and by publishing information on the events that took place in 1918.
