Prime Minister Antti Rinne spoke on the phone on 20 September with President of the European Council Donald Tusk about the preparations for the European Council meeting on 17–18 October. Prime Minister Rinne and President Tusk talked in particular about issues relating to the UK’s EU withdrawal process, the enlargement of the EU, and Finland’s work as the Presidency of the Council of the EU in the negotiations on the multiannual financial framework.

With regard to Brexit, Prime Minister Rinne and President Tusk agreed that the UK urgently needs to make proposals on possible legally acceptable and feasible alternative arrangements for the backstop plan of the withdrawal agreement. President Tusk will discuss the matter with UK Prime Minister Boris Johnson next week. President Tusk thanked Prime Minister Rinne and the President of France Emmanuel Macron for stressing the urgency of the matter.

During its Presidency, Finland has moved forward the negotiations on the EU’s seven-year financial framework. Prime Minister Rinne suggested to President Tusk that the European Council could shortly discuss the main outlines of the financial framework based on Finland’s preparatory work. Rinne and Tusk also discussed EU enlargement policy and the objectives of EU climate policy.
