Data economy growth programme

Finland is one of the leading developers of data economy technologies in the European Union and internationally. Our challenge is to apply the data economy technologies and produce data-based added value: How to turn data into profitable business, either alone or as part of wider digitalisation?

Data economy growth programme 

  • promotes the renewal and growth capacity of companies as data-based business models become more common 
  • through its measures, advances the use of data and the most promising technologies, such as artificial intelligence 
  • contributes to improving the digital capabilities of SMEs in particular. 

The growth programme shows by practical examples that data can be developed into intangible value that can solve user problems. By producing value for the user, it can be turned into a profitable product or service business.

The growth programme monitors current developments in the data economy and compiles the work on the promotion of the data economy by operators of the Ministry of Economic Affairs and Employment Group.  The growth programme works in cooperation with interest groups and regional operators.

Renewal of the data economy narrative

The growth programme supports the renewal of the narrative on the Finnish data economy: 

“A new Finnish life-cycle-sustainable data economy built on profitable and scalable business models based on data-based value creation and Finnish expertise in data technology, data infrastructure and data space.

A life-cycle-sustainable data economy is a source of business innovations and growth in the data-based value creation.

A life-cycle-sustainable data economy is also necessary for the successful application of new data-based technologies, such as artificial intelligence and high-performance computing.”

Growth programme is involved in three pilot projects

The growth programme will participate in at least three pilot projects involving the data economy. Two of the pilots are already under preparation: Automation of the Port of Oulu and the data centre ecosystem in Kainuu. The remaining pilot projects will be selected by summer 2025.

The data economy growth programme will be implemented with the help of the Government’s joint operating and project funding with the Coordination Group for Digitalisation.
