Multi-sectoral promotion of employment
The Act on Multisectoral Promotion of Employment entered into force at the beginning of 2025 (381/2023Link to an external website, Finnish and Swedish only). The Act lays down provisions on a cooperation model for multi-sectoral support promoting employment and on multi-sectoral joint services for young people.
Cooperation model for multi-sectoral support
In the cooperation model for multi-sectoral support promoting employment, the employment authority, the wellbeing services county and the Social Insurance Institution jointly assess the need for services of the unemployed person and plan appropriate service packages for the person.
Based on the service needs of the person, the package includes public employment services, health and social services, rehabilitation services and possibly other services promoting employment. The services are agreed on in a multi-sectoral employment plan drawn up by the authorities together with the unemployed person. The service package is intended for jobseekers whose employment requires long-term and close coordination of official services and support for employment.
Cooperation model builds on network cooperation
The practical operation of the cooperation model is based on network cooperation led by a management group as well as local agreements. The employment authorities, wellbeing services counties and Kela have negotiated on the number of regional networks. The activities, offices, personnel and services provided are agreed on in a cooperation agreement drawn up by the employment authority, the wellbeing services county and the Social Insurance Institution. The cooperation model is largely based on a multi-sectoral joint service (TYP) that operated between 2015 and 2024. The Act on Multisectoral Joint Services Promoting Employment (1369/2014Link to an external website, Finnish and Swedish only) was in force until the end of 2024.
Multi-sectoral joint services for young people are low-threshold service points
The Act on Multisectoral Promotion of Employment also lays down provisions on multi-sectoral services for young people. Joint services are based on the operating principles of Ohjaamo One-Stop Guidance Centers, and each employment authority is obliged to provide a framework for joint services for young people. Based on a local assessment, the joint service points will provide services needed by young people as well as expert help. The services are intended for people under 30 years of age.
