National Action Plan on UN Convention on the Rights of Persons with Disabilities emphasises right to inclusion and equality

The third National Action Plan on the UN Convention on the Rights of Persons with Disabilities was published today. The Action Plan sets out the measures to promote the implementation of the Convention in different administrative branches in 2024–2027. 

Numerous measures to improve status of persons with disabilities

The Action Plan consists of 13 content areas and 75 measures. The measures emphasise the inclusion and equality of persons with disabilities. 

“In order to safeguard their rights, persons with disabilities need services that meet their needs. They also need opportunities to participate and exert influence in society. The measures under the National Action Plan on the UN Convention on the Rights of Persons with Disabilities will promote these objectives in a variety of ways,” says Minister of Social Affairs and Health Kaisa Juuso. 

Particular attention has been paid to the rights of women and children with disabilities and to the effects and combined effects of legislative and other projects on the rights of persons with disabilities. One important objective of the Action Plan is to raise awareness of the rights of persons with disabilities.

The implementation of the measures will be monitored during the Action Plan period and evaluated at the end of this period.

Action Plan prepared through cooperation

The preparation of the Action Plan was coordinated  by the Advisory Board for the Rights of Persons with Disabilities (VANE), which has representatives from disability organisations and the ministries and stakeholders with key significance to the rights of persons with disabilities. 

Disability organisations and other stakeholders were included in the process of drawing up the Action Plan to obtain information about those issues referred to in the Convention which the Action Plan should promote.
