6.11.2025 | On 6.11.2025, the Government submitted a proposal to Parliament on amending the Mining Act. The proposal would specify the obstacles to granting an exploration permit. In this context, provisions would also be laid down on compensations to safeguard the rights of landowners in situations where activities under the Mining Act continue on their land.

26.6.2025 | The Ministry of Economic Affairs and Employment has sent out for comments the draft of the new Nuclear Energy Act. Primarily, the new act aims to ensure that the use of nuclear energy is in line with the overall good of society, that the operations are safe and that nuclear waste generated in Finland is handled properly.

6.11.2025 | Finland submitted the national exploration programme required by the European Critical Raw Materials Act to the European Commission on 12 September 2025. The programme has now been published on the website of the Geological Survey of Finland. The proposal for the programme was prepared by the Geological Survey of Finland and the programme was approved by Minister of Economic Affairs Sakari Puisto.

30.5.2023 | The amended Mining Act will enter into force on 1 June 2023. The amended law will increase the influence of local residents and put more emphasis on environmental considerations.

22.12.2021 | The Act on the Safe Handling and Storage of Dangerous Chemicals and Explosives, the Mining Act and the Nuclear Energy Act will be amended as of 31 December 2021. The legislative amendments will complement the implementation of EU legislation in national legislation.

23.2.2022 | On 23 February 2022, the Government parties agreed on the key content of the reform of the Mining Act. The reform has been prepared by the Ministry of Economic Affairs and Employment, together with the relevant stakeholders.

23.1.2025 | Sixteen projects located in Finland have applied for strategic project status at the European Commission under the EU’s Critical Raw Materials Act. The Commission will decide which projects will be granted the strategic project status. On 23 January 2025, the Finnish Government stated it would not use its national right to object to any of the applications.

20.2.2020 | The Ministry of Economic Affairs and Employment has appointed a working group to support the reform of the Mining Act, which aims to improve the level of environmental protection and ensure the operating conditions of mines, while also improving local acceptance and influencing opportunities.

7.10.2021 | On 7 October 2021, the Government submitted to Parliament a proposal to amend the Act on the Safe Handling and Storage of Dangerous Chemicals and Explosives, the Mining Act and the Nuclear Energy Act.

30.12.2020 | The Act on the placing on the market of conflict minerals and their ores will improve the transparency of supply chains. The Act will bring Finland’s conflict minerals regime into line with EU regulations. The Government submitted the Act for approval by the President of the Republic on 30 December 2020. The Act will enter into force at the beginning of 2020.
