23.10.2025 | The amendment to the Electricity Market Act will promote the integration of the increasing electricity generation and growing consumption loads into the main grid and high-voltage distribution network. The Government submitted the Act to the President of the Republic for approval on 23 October 2025. The Act will enter into force on 1 January 2026.

8.5.2025 | On 8 May 2025, the Government submitted to Parliament a proposal for acts amending the Electricity Market Act and sections 12 and 96 of the Natural Gas Market Act. The main objective of the proposal is to facilitate the integration of the increasing electricity generation and consumption loads into the transmission system and high-voltage distribution networks.

13.11.2024 | On 13 November 2024, the Ministry of Transport and Communications published the national programme on the distribution infrastructure for alternative fuels. The programme, which was drawn up in broad-based cooperation with stakeholders, facilitates the implementation of EU regulation.

23.9.2024 | On 23 September 2024, the Government submitted to Parliament a proposal for an act amending the Act on the Promotion of the Use of Renewable Fuels in Transport. According to the proposal, the rise in the levels of the statutory distribution obligation and additional obligation would be more moderate.

12.4.2024 | The Ministry of Economic Affairs and Employment has appointed a working group to prepare a proposal for reforming the Electricity Market Act to integrate the increasing electricity production and the growing load demands into the transmission network and the high-voltage distribution networks. The working group should submit its proposal to the Ministry by 29 November 2024.

28.1.2021 | On 28 January 2021, the Government submitted a proposal to Parliament to curb the rise in electricity distribution prices and cut the profits of distribution companies by amending the Electricity Market Act and the Act on the Supervision of the Electricity and Natural Gas Market. The Acts are intended to enter into force as soon as possible.

11.6.2024 | The Ministry of Transport and Communications requests statements on the draft national programme on alternative transport fuels distribution infrastructure. Comments can be submitted until 8 September 2024.

4.7.2024 | The Government proposes that the President of the Republic approve the new Act on the Distribution of Alternative Fuels for Transport and that the Act enter into force on 15 July 2024.

The demands of the EU regulations currently in preparation for refuelling/recharging infrastructure were also discussed in detail. This infrastructure plays a crucial role in efforts to mainstream low-emission alternative fuels.

15.7.2021 | On 15 July 2021, the President of the Republic approved legislation to curb rises in electricity distribution prices and cut the profits of distribution companies by amending the Electricity Market Act and the Act on the Supervision of the Electricity and Natural Gas Market. The Acts enter into force on 1 August 2021.

13.3.2024 | The Ministry of Transport and Communications is inviting comments on the government proposal for a new act on the deployment of alternative fuels infrastructure for transport. The deadline for submitting comments is 10 April 2024.

29.3.2023 | On 29 March 2023, the Ministry of Transport and Communications published a distribution infrastructure programme for new fuels in road transport. The programme extends to 2035.

27.5.2024 | The Ministry of Economic Affairs and Employment requests comments on the draft decree amending the Government Decree on Infrastructure Support for Electric Transport, Biogas and Use of Renewable Hydrogen in Transport between 2022 and 2025 (Distribution Infrastructure Decree). Comments can be submitted at Lausuntopalvelu.fi until 20 June 2024.

10.4.2024 | The European Union has granted EUR 1.9 million to Finnish businesses for constructing recharging points for electric cars in the Baltic States and EUR 4.2 million for constructing hydrogen charging points in Finland. Funding was granted under the Transport Programme of the Connecting Europe Facility, CEF.

2.3.2023 | The acts on the temporary retroactive reimbursement for electricity costs, the extension to payment period of electricity bills and the temporary support to secure the liquidity of electricity companies and other related legislation will enter into force on 6 March 2023. The acts are set to be approved at the presidential session on Friday.

4.1.2024 | The price of exchange electricity – the spot price of electricity sold on the power exchange – will rise to record levels on Friday 5 January 2024. Even at its lowest, the hourly changing price of electricity, including the Finnish value added tax, will be more than a euro per kilowatt-hour (kWh) between 6.00 and 21.00 and more than two euros between 15.00 and 20.00.

8.12.2022 | The Government has issued a decree that lays down provisions on classification of critical electricity consumers during disruptions, power shortages and crises. Grid operators must update their preparedness plans in accordance with the decree.
