18.5.2026 | The Government is addressing the income difficulties faced by international students. The proposed amendments, open for comments, concern family reunification for international students, the income requirement and verification of students’ language proficiency.

5.1.2026 | The Ministry of Social Affairs and Health invites comments on the integration support. The comments should be submitted by 16 February 2026.

18.12.2024 | The comprehensive reform of the Integration Act (KOTO24) aims to speed up the integration and employment of immigrants and to strengthen their knowledge of Finnish society. The reform is related to the T24 reform where employment and economic development services are transferred from the central government to municipalities.

16.1.2025 | The Government of Prime Minister Petteri Orpo has drawn up a Government Integration Programme for 2024–2027. The programme includes 32 measures based on the Government Programme. Integration policy is based on the learning of Finnish or Swedish, employment, familiarisation with Finnish society and compliance with its rules.

21.11.2024 | The Government proposes that the Integration Act, which will enter into force at the beginning of 2025, be amended to strengthen central government finances. The proposal aims to achieve the savings target set in the government session on spending limits and the government budget session.

10.7.2025 | The Ministry of the Interior has launched a survey to better understand the situation of Ukrainians living in Finland. The survey focuses on their employment opportunities, future prospects and return plans. This information will help both the authorities and Ukrainians to prepare for the next steps.

13.6.2024 | The comprehensive reform of the Integration Act will enter into force at the beginning of 2025 when the main responsibility for integration will be transferred from the state to municipalities. The Government’s amendments to the reform will strengthen general government finances and increase immigrants’ own responsibility for integration. The amendments will mainly enter into force on 1 January 2025.

24.10.2024 | The new Integration Act, which will enter into force at the beginning of 2025, will be supplemented by decrees. The Government’s integration policy is based on language learning, work, familiarisation with Finnish society and compliance with its rules.

20.12.2024 | The start of 2025 will see the entry into force of new acts and decrees. The most important changes in the administrative branch of the Ministry of Economic Affairs and Employment are summarised below.

1.7.2024 | The new Integration Act, which will enter into force at the beginning of 2025, will be supplemented by five decrees on integration services. The aim is to increase the immigrants’ own responsibility and strengthen the general government finances in accordance with the Government Programme.

27.1.2023 | An easy-to-read handbook on the Integration Act has been published at kotoutuminen.fi. The handbook is intended especially for those involved in integration work who do not speak Finnish or Swedish as their mother tongue. The handbook is also suitable for guidance and counselling of immigrants. Up to 750,000 people in Finland need materials in easy-to-read language.

18.12.2024 | The structures and responsibilities for organising employment services will be reformed at the turn of the year. As a result of the reform, the responsibility for organising employment and integration services will be transferred to municipalities and employment areas formed by municipalities. The role of the central government will focus on guidance, development and the nationwide functioning of the employment service system.

4.9.2024 | An experiment based on a new type of agreement model had a positive long-term impact on the employment, confirmed income and the amount of taxes paid by immigrants participating in the experiment. According to the interviews conducted in connection with a recent evaluation, the close contacts between employers and employment-promoting services were particularly useful.

18.11.2022 | The number of immigrants in Finland continues to grow. However, their turnout in elections and participation in politics is much lower than among the native-born Finnish people. A new policy brief of the Centre of Expertise in Immigrant Integration of the Ministry of Economic Affairs and Employment presents ways to strengthen the political participation of people with a foreign background. 

18.2.2022 | Municipal integration programmes increase cooperation and commit decision-makers to promotion of integration. However, the programmes would benefit from performance targets and increased monitoring of such targets, according to a report by Innolink Group and the Migration Institute of Finland. 

12.10.2021 | A Swedish translation of the Finnish integration glossary has been published. The glossary on integration harmonises the use of concepts related to integration, equality and discrimination.

14.6.2024 | On 14 June 2024, the ministerial working group on employment and entrepreneurship adopted an action plan to help people who have fled Ukraine. In accordance with the Government Programme, the aim is to help Ukrainians enter the labour market and to support their participation in Finnish society.

25.5.2022 | The Government has proposed amendments to three Acts to prepare for the transfer of responsibility for organising health and social services from municipalities to wellbeing services counties at the start of next year. The amendments concern the Act on Multisectoral Joint Services Promoting Employment (the so-called TYP Act), the Act on the Promotion of Immigrant Integration (Integration Act) and the Act on Municipal Experiments to Promote Employment (Municipal experiments Act).

25.1.2024 | As of 2025, municipalities will be required to offer multilingual civic orientation to integration clients. A report commissioned by the Ministry of Economic Affairs and Employment in May 2023 includes recommendations on how to implement the orientation in a high-quality and uniform manner across Finland.
