22.4.2026 | The Legal Committee of the International Maritime Organization (IMO) met in London on 13–17 April 2026. The meeting discussed the prevention of increased fraudulent registrations and measures to combat unlawful operations of ships.

9.4.2026 | The Government is proposing changes aimed at preventing intentional misuse of social security, reducing incorrect social security payments and improving information exchange with Kela, the Social Insurance Institution of Finland.

16.1.2026 | The Ministry of Economic Affairs and Employment has sent out for comments a proposal to amend the post-decision monitoring of education-based residence permits. The aim of better monitoring is to prevent the misuse of permits.

18.6.2025 | On 20 May, the European Commission submitted a proposal to amend the rules concerning safe third countries. The aim is to make it possible for persons seeking asylum in the EU to go through the asylum process and receive international protection in safe countries outside the EU, the EEA and the Schengen area more often than at present. The Government informed Parliament of the proposal by submitting a Union communication on 18 June.

23.4.2025 | Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2026–2029. The decisions focus on reinforcing the conditions for economic growth and enhancing the security of Finland and the Finnish people. At the same time, the Government will ensure that public finances are sustainable. The growth package will be financed responsibly through measures to increase general government revenue and reduce expenditure.

10.7.2024 | The Ministry of the Interior has set up a project to identify and prepare the amendments to the Act on the Reception of Persons Applying for International Protection and on the Identification of and Assistance to Victims of Trafficking in Human Beings (Reception Act) that are required by the Government Programme and the new directive laying down standards for the reception of applicants for international protection (Reception Conditions Directive).

7.7.2023 | The Ministry for Foreign Affairs has revised its guidelines on addressing abuse and misuse. “Development cooperation is closely monitored and there are clear procedures for handling suspected abuses,” says Ramses Malaty, Director of the Unit for Administrative and Legal Development Cooperation Matters.

20.4.2023 | The Ministry for Foreign Affairs will recover EUR 50,000 from Finn Church Aid because it has not been possible to verify that funds have been used in accordance with the government grant decision.

9.6.2023 | Humanitarian food assistance to Ethiopia is suspected of having been diverted from people in need. In May, the World Food Programme (WFP) reported that misappropriation of aid is suspected in the Tigray region in Northern Ethiopia, but now the suspicions extend to the whole country. The WFP has launched an investigation into the suspected abuse of food assistance to Ethiopia and suspended some of its aid deliveries to Ethiopia.

2.12.2021 | The Ministry for Foreign Affairs has published a website on where, how and when Finland’s development cooperation funds are used. Launching this public site increases the openness and transparency of development cooperation.

17.2.2022 | The Ministry for Foreign Affairs has prepared a legislative proposal for an act amending the Aliens Act, proposing that provisions on the powers of the Ministry for Foreign Affairs and the Digital and Population Data Services Agency relating to the security features of visas issued by Finland be added to the Act. The Government submitted the proposal to Parliament on 17 February. The Act is scheduled to enter into force in spring 2022.

12.11.2020 | In its negotiations on Wednesday 11 November, the Government decided on measures to help victims of identity theft and to improve personal identity protection. 

14.4.2020 | The information systems used by law enforcement authorities in the EU Member States will be developed to improve their interoperability. The aim is to ensure that the end-users of the systems (the police or border authorities, for example) have rapid and controlled access to the information they need for the performance of their duties.

12.11.2020 | On 12 November, the Government amended both the decree on narcotic substances, preparations and plants (Narcotics Decree) and the decree on psychoactive substances prohibited on the consumer market. The decrees will enter into force on 21 December 2020.

20.8.2020 | The Finnish Government Decree on narcotic substances, preparations and plants (Narcotics Decree) and the classification of substances will be amended again on the basis of UN and national decisions. For the first time, the list of substances classified as narcotics and placed under international control will include new psychoactive substances, that is synthetic opioids, synthetic cannabinoids and synthetic cathinones. The amended Decree will enter into force on 21 September 2020.
