2.4.2026 | The Ministry of Transport and Communications requests comments on the draft government proposal to amend the Private Roads Act. The proposed amendments respond to the needs identified by the authorities and courts applying the act, as well as to feedback from stakeholders. Comments may be submitted until 11 May 2026.

7.5.2026 | On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Most of the acts and the amended decree will enter into force on 15 May 2026.

8.12.2022 | On 8 December 2022, the Government issued a decree on temporarily amending the Private Roads Decree for 2023-2025. During these three years, private road cooperatives may receive discretionary government grants for such purposes as improving private roads at a higher rate than at present.

27.11.2025 | On 27 November 2025, the Government proposed approval of a fixed-term act on scrapping premiums for passenger cars. The act will enter into force on 1 January 2026. Applications for a scrapping premium may be submitted to the Transport and Communications Agency Traficom after the entry into force of the proposed act.

23.1.2024 | The Ministry of Transport and Communications published a report on the administrative categories of roads on 23 January 2024. The report examines the concepts guiding the classification, the practical application of the concepts and the challenges in defining and changing the categories. The study was carried out by Wuutis.

3.7.2025 | The European Commission has awarded EUR 91.01 million under the Connecting Europe Facility (CEF) to nine projects in Finland. Of this, around EUR 59.60 million will go to government initiatives.

19.12.2024 | Finland’s Central Government and other operators are applying for a total of approximately EUR 73.36 million in financial support for 11 transport projects from the Connecting Europe Facility (CEF) for Transport. In addition, EU funding is being sought for the acquisition of a new icebreaker. The Ministerial Finance Committee decided in favour of the applications on 19 December 2024.

20.12.2024 | The Ministry of Transport and Communications requests comments on the updates to the national 12-year transport system plan Transport 12 and on the environmental report. The deadline for submitting comments is 5 March 2025.

16.7.2024 | The European Commission awarded EUR 39.11 million in funding under the Connecting Europe Facility (CEF) to 11 projects in Finland. Five central government projects received a total of EUR 20.16 million and six private sector projects a total of EUR 18.96 million in funding.

18.1.2024 | Finland’s Central Government and other actors are applying for a total of approximately EUR 325.13 million in financial support for 21 transport projects from the Connecting Europe Facility (CEF) for Transport. The Central Government is applying for EUR 67.2 million in funding for 11 projects and other actors participating in state projects are applying for EUR 39.7 million. In addition, private operators are applying for a total of EUR 218.22 million for 10 projects.

24.11.2023 | The first National Transport System Plan, Transport 12, covers the years 2021 to 2032. The Minis-try of Transport and Communications monitors the progress of the measures included in the Transport 12 plan on an annual basis. The second summary report on this was published on 23 November 2023.

2.7.2025 | The Ministry of the Environment requests comments on the draft Medium-term Climate Plan. The plan sets out the emissions reduction measures to be implemented in the effort sharing sector. Comments may be submitted from 2 July until 20 August 2025.

The modifications would facilitate easier remote participation in the meetings of road maintenance associations. In addition, the validity period of personal pilotage permits could be extended during the Covid-19 pandemic, and new personal permits could be granted on terms that differ from those applied under normal conditions.

The Government will launch structural reforms to boost employment and growth, which will have positive impacts on general government finances in the next few years. In addition, the Government decided on consolidation measures.
