27.2.2026 | The National Cyber Security Office, based at the Ministry of Transport and Communications, and the Finnish Terminology Centre are requesting comments on a draft of an updated Cybersecurity Glossary. The deadline for submitting comments is 20 March 2026. The glossary project is part of an implementation plan of Finland’s Cyber Security Strategy 2024–2035.

29.4.2026 | The Ministry of Transport and Communications invites comments on a draft government proposal concerning the implementation of the Non-Road Mobile Machinery and Euro 7 Regulations. The proposal also introduces amendments to certain national provisions. Comments may be submitted until 10 June 2026.

5.1.2026 | The Ministry of Social Affairs and Health invites comments on the integration support. The comments should be submitted by 16 February 2026.

13.3.2025 | The EU’s Social Climate Fund was created to address the social and financial challenges caused by the expansion of emissions trading. Opinions on the proposal for measures to use the Fund in Finland are now requested at the Ota kantaa online service. The deadline for submitting opinions is 26 March.

5.11.2025 | The Ministry of Transport and Communications requests comments on the draft spectrum decree and the draft call for applications on network licences for terrestrial television. Statements on the draft spectrum decree can be submitted until 26 November 2025 and on the draft call for applications on network licences for terrestrial television until 10 December 2025.

29.2.2024 | The Ministry of Social Affairs and Health is asking for opinions on a proposal that the National Archives of Finland could make a screening decision on the permanent retention of public healthcare patient information.

17.12.2025 | The Ministry of Social Affairs and Health is requesting comments on a draft government proposal that seeks to prevent intentional misuse of social welfare benefits, reduce incorrect social welfare payments and promote information exchange with the Social Insurance Institution (Kela). Statements may be submitted until 28 January 2026.

20.12.2024 | The Ministry of Transport and Communications requests comments on the updates to the national 12-year transport system plan Transport 12 and on the environmental report. The deadline for submitting comments is 5 March 2025.

21.4.2026 | Hallitus ehdottaa euromääräisiä rajoja korvauksille, joita syyttömästi pidätetylle, vangitulle tai tuomitulle maksetaan valtion varoista vapauden menetyksen aiheuttamasta kärsimyksestä. Tavoitteena on myös, että tämän niin sanotun koppikorvauksen määrääminen olisi nykyistä ennakoitavampaa. 

17.11.2022 | The Government proposes an amendment to the Aliens Act to enable clients of the Finnish Immigration Service to request an administrative review of decisions concerning residence permits for specialists and the EU Blue Card. The proposal aims to allow the Service to make automated decisions on these case types. The Government submitted its proposal to Parliament on 17 November.

24.2.2025 | According to the Government Programme, the regulation concerning the grounds for terminating employment related to the employee will be amended so that, in future, a proper reason would be sufficient for terminating an employment contract. The Ministry of Economic Affairs and Employment requests comments on the legislative amendments to be submitted between 24 February and 7 April 2025. The amendments have been prepared in a tripartite working group that was not unanimous in its work.

10.4.2026 | Oikeusministeriö pyytää lausuntoja esiselvityksestä, jossa on arvioitu mahdollisuuksia veloittaa tuomioistuinten käsittelymaksu ennen asian käsittelyä. Nykyisin tuomioistuinmaksut veloitetaan asian käsittelyn päätyttyä. 

7.11.2025 | The Ministry of Economic Affairs and Employment will hold a public consultation from 7 to 23 November 2025 on a draft government decree setting out provisions on a government grant, which the employment authorities could use to help companies hire unemployed young people under the age of 30. This grant is also known as the employment voucher or recruitment subsidy. It would be awarded to businesses to cover half of the young person’s salary for six months.

8.2.2022 | The Ministry of Economic Affairs and Employment requests comments on Posiva Oy’s application for an operating licence that the company submitted to the Government on 30 December 2021 for an encapsulation plant and a disposal facility for spent nuclear fuel. The encapsulation plant is located above ground and an underground repository of the disposal facility is located in the bedrock at a depth of approximately 400–430 metres in Olkiluoto, Eurajoki.

5.12.2024 | On 5 December 2024, the Ministry of Economic Affairs and Employment received an environmental impact assessment (EIA) report from Teollisuuden Voima Oyj (TVO). The report assesses the environmental effects of a potential extension to the service life of Olkiluoto 1 and Olkiluoto 2 nuclear power plant units as well as an increase to their thermal power.

26.6.2025 | The Ministry of Economic Affairs and Employment has sent out for comments the draft of the new Nuclear Energy Act. Primarily, the new act aims to ensure that the use of nuclear energy is in line with the overall good of society, that the operations are safe and that nuclear waste generated in Finland is handled properly.

10.12.2025 | Vuokranantajan pidempää irtisanomisaikaa ehdotetaan lyhennettäväksi kuudesta kuukaudesta neljään kuukauteen. Pidemmän irtisanomisajan alkamisajankohtaa siirrettäisiin yhdestä vuodesta kahteen vuoteen. Ehdotuksia koskevat pykäläluonnokset ovat nyt lausunnolla.

11.1.2023 | The Parliamentary Working Group on Research, Development and Innovation has prepared a draft for a multi-annual plan on the use of R&D funding and is now inviting stakeholders to comment on its content. The request for comments concerns the different aspects of the plan with regard to the Finnish RDI system and key development needs for RDI funding. Stakeholders are also invited to discuss the plan at an event on 18 January.
