The amendments follow the Government’s decisions at the mid‑term policy review session in spring 2025.

18.3.2026 | Due to technological advances and the green transition, work is undergoing a major transformation, which underlines the importance of safeguarding workers’ rights. This will be among the topics addressed at the Council of Europe’s High-Level Conference on Social Rights in Chișinău, Moldova on 18–19 March 2026. State Secretary Mika Nykänen will attend the meeting on behalf of Minister of Employment Matias Marttinen.

26.1.2026 | The Ministry of Economic Affairs and Employment appointed a working group to prepare a programme to prevent segregation. The working group will identify measures to reduce segregation. The programme is due to be completed by the end of 2026.

15.1.2026 | Under the proposal, a fixed-term employment contract could be concluded without a justified reason for a maximum of one year if certain conditions are met. The Government also proposes to shorten the notice period for lay-offs and to limit the employer’s obligation to re-employ dismissed employees. 22.12.2025 | On 22 December 2025, the Government adopted a decree on a new grant that employment authorities can use to help companies hire unemployed young people under 30 years of age. This grant is also known as the employment voucher or recruitment subsidy. The subsidy granted to a company covers half of the young person’s salary for six months, but no more than EUR 1,500 per month.

22.12.2025 | Finland has decided to apply for support from the European Globalisation Adjustment Fund (EGF) to reduce the impact of terminations announced by the paper industry in October. Finland will submit an application to the European Commission in early 2026 after the number of people being made redundant is known. Funding will be used for services promoting re-employment. Of the total budget of an EGF project, 60 per cent comes from the EU and the remainder is funded nationally.

28.11.2025 | With the aim of strengthening Finland’s economic growth, speeding up investments and improving employment, the Ministry of Economic Affairs and Employment has prepared a growth and employment package in line with the Government’s decisions. The package will be funded by redistributing unused funds from the investment aid programmes in the branch of Government of the Ministry of Economic Affairs and Employment. The estimated total amount of funds will be EUR 156 million.

Minister of Employment Matias Marttinen and Minister of Science and Culture Mari-Leena Talvitie invited businesses, cities, higher education institutions and students to find solutions to improve international students’ employment prospects in Finland.

As a result of the Mental Health at Work Programme, a model has now been published where mental wellbeing is promoted through cooperation between workplaces and occupational healthcare by strengthening the resources of work communities.

The policy for the work environment and wellbeing at work until 2030 entitled ‘Safe and healthy working conditions and work ability for everyone’ defines the objectives and priorities concerning health and safety at work in Finland.

17.2.2022 | On 17 February, the Government issued a resolution ending the national recommendation on remote work after 28 February. After the national recommendation ends, employers are encouraged to follow the instructions provided by regional health authorities, as the situation in different regions may change rapidly.
