The aim is to reform the entire type of education so that it takes into account the changes that have taken place among the operators in the sector and in society, as well as future challenges, supports accessible, high-quality and effective activities and encourages reforms.
Starting points
Basic education in the arts is goal-oriented education in different fields of art, primarily for children and young people which, at the same time, gives pupils the ability to express themselves and to apply for vocational and higher education in the relevant field of art.
Basic education in the arts is regulated by the Act on Basic Education in the Arts (633/1998) and the decree (813/1998) issued on its basis. The basis for the legislation on basic education in the arts dates back to the 1990s, and the funding system was also largely created at the same time. The need to develop the type of education as a whole was identified in several studies and in vision work completed between 2019 and 2023, as well as in the work done on reference architecture and quality in the sector.
A key starting point for the work of the working group is that the reform will improve access to basic education in the arts and improve the quality of activities.
The Ministry of Education and Culture has set up a working group to prepare the reform of the legislation on basic education in the arts and the state funding system. The term of the working group is from 1 March 2024 to 30 June 2025.
The working group is tasked with preparing a proposal for reforming the legislation on basic education in the arts. The proposal must also include a reform of the state funding system for basic education in the arts and be drawn up in the form of a government proposal.
