Goals and results

The project objectives can be broken down as follows:

1. The action plan for accident prevention will define national objectives for delivering maximum impact. Impact will be given top priority in objective-setting. The impact targets will be determined on the basis of descriptions of the operating environment and the risks more closely than before. A phenomenon-based approach and addressing the root causes will be promoted in activities planning. At the same time, the accident prevention objectives of the rescue services sector will be integrated more closely with the further development of internal security.

2. This project will produce a more rational framework for our action so that the different types of services available will be mutually supportive by nature. The phenomenon-based approach will determine the most suitable and effective ways of targeting rescue services. When dealing with a single phenomenon, a wide range of tools for accident prevention can then be used extensively by all personnel working in the sector. The methods of accident prevention will be more closely integrated into the different types of services provided by the operators in the sector.

3. With the new action plan, activities will no longer be targeted at the masses and their purpose is to make an impact based on a more individualised customer insight. The objectives of accident prevention services should be defined on the basis of human activities rather than structures.

4. One of the aspects of this project is to promote the implementation of relevant legislation and its consistent application. The needs for further development of accident prevention within the rescue services sector will be identified during the preparation of the action plan.

Starting points

Accident prevention work in the rescue services sector appears as fragmented action and the different services look like distinct operations. There is not a sufficiently strong linkage between the different types of accident prevention services, which is also manifested in the discussions relating to them.

As for the Ministry of the Interior’s branch of government, the police is one the authorities that has adopted a strategy on preventive action. It lays out concrete objectives for action at national level. The rescue services sector is lacking a similar strategic document that would guide the content development of services. Implementation of the action plan for accident prevention, destined to be a practical, strategic-level document, will be followed up actively. The plan will be revised, if need be, to better reflect the spirit of the times. The action plan will initially cover a period of four to five years, but the term will be specified as the preparations advance.
