Goals and results
The main goal of the project is to find out how the current capacity and services of the rescue services and civil emergency preparedness respond to the operating environment, risks and customer needs.
The project aims to
1. produce an analysis of the rescue services’ performance and the capacity requirements to formulate a set of national planning criteria.
2. establish consistent procedures on the basis of which the relation between the rescue services’ performance and the capacity requirements can be systematically evaluated.
3. develop models for predicting the risk of accidents and incidents to enable better preparedness for possible accidents and incidents.
Starting points
The project focusing on the capacity of and planning criteria for rescue services and civil emergency preparedness was launched to help the rescue services prepare for the changes following the replacement of the regional rescue service system by a county-based system.
The rescue services lack such a comprehensive proposal for and analysis of the rescue services’ performance and capacity requirements at national, regional and local level that are based on consistent information and criteria. The development of service design requires consistent practices and the development of the related information base too.
This project is based on the rescue services reform of 2015–2018, in which 15 working groups produced altogether 97 different proposals for development. The proposals presented in the rescue services reform will be implemented in the course of this project.
Additional information
The project will define and analyse the rescue services’ current performance and the capacity requirements at national and regional level. In addition, the project will produce a model that rescue departments can use to define their local capacities and requirements in a consistent way. The aim is also to identify any differences between the current performance and the capacity requirements in rescue operations, incident and accident prevention, preparedness and civil defence. In addition, the project seeks to improve the predictability of risk modelling and the information base for rescue services and to strengthen the role of contract fire brigades as partners of rescue departments.
Analysing the capacity requirements is expected to produce a consistent model for evaluating the activities in the rescue services sector and its development needs. In future, the results of the project should be used, for example, in the development of resources.
Capacity refers to the set of systems, personnel, equipment and practices that make it possible to achieve the objectives set for the rescue services in a specific task.
The project is divided into ten closely interacting work packages:
1. Development of a national process for analysing the operating environment and the carrying out of the operating environment analysis (completed n 30 November 2020)
2. Reforming of risk models and accident and incident predictions (launched on 16 March 2020)
3. Updating and reforming of the information base (launched on 31 August 2020)
4. Study on what services customers need from rescue services (launched on 1 January 2021)
5. New solutions for service provision of rescue services in sparsely populated areas (launched on 1 January 2021)
6. Performance of rescue operations in relation to capacity requirements (launched on 1 April 2020)
7. Capacity for incident and accident prevention in relation to capacity requirements (launched on 1 January 2021)
8. Preparedness and civil defence (launched on 1 January 2021)
9. Financial and cost analysis (launched on 10 February 2020)
10. Project management and communications (launched on 4 February 2020)
