Goals and results

The objective of the Advisory Board on the Creative Economy is to promote the growth and internationalisation of the creative sector and to ensure long-term cooperation between business and industry and the public sector (especially ministries) on different issues ranging from strategic planning of the creative economy to the implementation of policy measures.

The Advisory Board on the Creative Economy is tasked with:
1) acting as an expert advisory body in strategic sets of issues related to the development of business opportunities and the business environment for the creative economy and making proposals to ministries/the Government
2) discussing matters concerning the development of the creative economy and related legislation and coordinating the measures of different administrative branches to develop business opportunities and the business environment for the creative economy
3) proposing objectives for the growth strategy of the creative economy and measures to achieve them, e.g. on the basis of initiatives received in the growth agreement processes
4) promoting the implementation of the growth strategy and monitoring its effects on the development of the creative economy
5) contributing to the implementation of the cultural policy report as part of the growth strategy and reporting on the implementation of the report’s proposals insofar as they are executed through the measures of the strategy
6) monitoring and evaluating the development of the operating environment and latest phenomena both nationally and globally
7) accelerating the introduction and implementation of the growth agreement procedure.

The Advisory Board on the Creative Economy is an expert advisory body for business development in the creative economy. Its activities are coordinated by the Ministry of Economic Affairs and Employment and the Ministry of Education and Culture.

Starting points

The Government Programme of Prime Minister Petteri Orpo states that in connection with the cultural policy report, the Government will implement a cross-sectoral growth strategy for the creative industries. To coordinate measures promoting the vitality of the cultural and arts sectors together with parties and representatives working in the field, the Government will also create permanent collaborative practices between the administrative branches of the Ministry of Education and Culture and the Ministry of Economic Affairs and Employment. Where applicable, the Advisory Board also supports the implementation of other Government Programme entries related to the creative economy.

The objective of the growth strategy for the creative economy and the advisory board is to accelerate business growth in the creative economy and to support its business environment. From the perspective of business, the creative economy can be considered to form three separate business areas: scalable content, creative services and the event industry (e.g. Ministry of Economic Affairs and Employment 2020, creative economy roadmap). Each sector has its own operating environment, specific impacts on Finnish society and the economy, as well as distinct value chains.
