The panel of experts prepares the nomination of candidates for judges and members of international courts and the Court of Justice of the European Union. Goals and results

Provisions on the panel of experts are laid down in an act (676/2016) and a decree (179/2017). The panel of experts prepares matters related to the nomination and appointment of candidates in a manner comparable to an authority. The aim is to increase openness and transparency with regard to the procedure. The members of the panel of experts are representatives of the Prime Minister’s Office, the Ministry for Foreign Affairs, the Ministry of Justice, the Supreme Court, the Supreme Administrative Court and the Office of the Prosecutor General, one representative from the units engaged in legal research and education at universities and one representative from the Finnish Bar Association.
