7.4.2026 | The evaluation explored the objectives of the Climate Act and the means to achieve these from the perspectives of impact, cost-effectiveness and acceptability. The process was led by the Ministry of the Environment. Meeting the objectives requires additional measures, especially in the land use sector.

24.9.2024 | The Government has set the target to promote voluntary carbon markets. The aim is to create long-term business opportunities related to carbon sequestration, which would also contribute to Finland’s efforts to reach the climate targets.

4.7.2025 | The Ministry of Agriculture and Forestry has launched an extensive package of measures that aims to strengthen forest growth and carbon sinks on a long-term basis. The package is based on the Government Programme and it will contribute to the achievement of the climate targets. The measures have been prepared in close interaction with stakeholders and researchers. Various actors in the forest sector have a key role in the implementation of the measures.

6.2.2024 | On 6 February 2024, the European Commission issued a Communication concerning the climate target for 2040 and a Communication on Industrial Carbon Management. The Communications open up paths towards new clean solutions and further development of carbon sequestration.

31.5.2023 | The increasing frequency of extreme weather events caused by climate change, the loss of fertile soil and biodiversity loss are challenging the food security and the future of food production worldwide. However, soil management offers solutions to these challenges. The first Northern European meeting of the international “4 per 1000” Initiative will bring international leaders in the topic to Helsinki on 6–8 June 2023.

12.3.2025 | The last projects of the Catch the Carbon package of climate measures ended at the end of 2024. The implementation of the knowledge and climate change resilient solutions produced in the package of 180 measures will continue and be further intensified through cooperation in different parts of the country. The processes to support this include the activities of the National Climate Unit of the Centres for Economic Development, Transport and the Environment (ELY Centres).

27.4.2023 | During the current government term, Finland has made significant contributions to climate change resilient and sustainable solutions in the land use sector by funding more than 100 projects that produce research knowledge to serve as the basis for decision-making. Topics where groundbreaking research is done include soil studies and carbon sequestration, which are highly topical in the EU contexts as well.

31.5.2024 | Minister of Climate and the Environment Kai Mykkänen will convene a series of roundtables to discuss the opportunities offered by industrial carbon management, the role of companies in implementing technological carbon sinks (negative emission technologies) and what is required to implement these technological sinks fast and cost-effectively.

22.2.2024 | During the negotiations on the carbon removal certification framework regulation of the European Union, a provisional political agreement was reached on the night between Monday and Tuesday. The regulation also provides support for the promotion of activities related to the domestic carbon market.

2.7.2025 | The Ministry of the Environment requests comments on the draft Medium-term Climate Plan. The plan sets out the emissions reduction measures to be implemented in the effort sharing sector. Comments may be submitted from 2 July until 20 August 2025.

13.11.2023 | The Finnish Catch the Carbon package of climate measures has developed various methods to guide climate-smart land use and to reconcile different forms of land use. This week, two key projects are presented at the international emission reduction forum of OECD countries in Paris.

2.3.2023 | On Thursday 2 March, Minister of the Environment and Climate Change Maria Ohisalo and Minister of Agriculture and Forestry Antti Kurvinen convened a roundtable to discuss the role of the forest sector in climate policy. The aim of the discussion was to clarify the shared understanding of the situation and find solutions to strengthen sinks and reduce emissions.

24.10.2024 | The European Union has a challenging starting point for the next five years. Although the energy crisis has largely been overcome, geopolitical uncertainty continues and strong investments in military and civilian security are necessary. The political situation in many Member States is unstable, including Germany and France.

9.10.2024 | On 9 October 2024, the Ministerial Committee on Economic Policy discussed and supported the new outlines for the ownership policy concerning Metsähallitus for 2024–2027. Besides the reconciliation of different needs, new objectives have also been included. Among the topics concerned are the economic benefit from the operations of Metsähallitus to the State and promotion of biodiversity and renewable energy.

30.9.2022 | On Friday 30 September, the Ministerial Working Group on Climate and Energy Policy discussed the latest Annual Climate Report to be published at the end of October and studies and further actions to strengthen carbon sinks.

19.1.2024 | Finland finances international forest research as part of development cooperation in the forestry sector. According to Pia Katila, Senior Scientist at the Natural Resources Institute Finland, multidisciplinary approach is a key to producing information to support forest policy in developing countries.

2.6.2022 | The Medium-term Climate Change Policy Plan presents the package of measures by which Finland will halve emissions from the effort-sharing sector by 2030 and achieve carbon neutrality by 2035. The Government approved and gave to Parliament the Report on the Medium-term Climate Change Policy Plan on 2 June 2022.

24.2.2022 | The new Catch the Carbon projects will develop and pilot regional and local climate work, carbon markets and offsetting schemes in agriculture, forestry and other land use, and strengthen the knowledge base for greenhouse gas inventories.
