27.11.2025 | On 27 November 2025, the Government proposed approval of a fixed-term act on scrapping premiums for passenger cars. The act will enter into force on 1 January 2026. Applications for a scrapping premium may be submitted to the Transport and Communications Agency Traficom after the entry into force of the proposed act.

17.12.2025 | On 16 December 2025, the European Commission published the Automotive Package to promote the automotive industry’s competitiveness and support the transition to clean vehicles. The package includes several legislative proposals.

27.6.2025 | The Ministry of Transport and Communications is inviting comments on a draft government proposal for a new act on scrapping premiums for passenger cars for the years 2026–2027. The deadline for submitting comments is 5 August 2025.

13.11.2024 | On 13 November 2024, the Ministry of Transport and Communications published the national programme on the distribution infrastructure for alternative fuels. The programme, which was drawn up in broad-based cooperation with stakeholders, facilitates the implementation of EU regulation.

15.7.2024 | On 15 July 2024, the Ministry of Transport and Communications published an assessment report on how the electrification of transport could contribute to the flexibility of the Finnish energy system. In accordance with EU requirements, the report describes the current state of the opportunities which the electrification of transport could offer and proposes measures. 

27.6.2024 | The Government proposes that the President of the Republic approve the amendments to the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems. 

26.10.2023 | Finnish companies apply for EU funding for building recharging points for electric cars in the Baltic States and for hydrogen stations for heavy goods vehicles in Finland and Denmark. The Ministerial Finance Committee endorsed the applications on 26 October 2023.

3.2.2022 | On 3 February 2022, the government issued a decree on government grants available in 2022-2025 to support the transition towards electronic heavy transport. The decree will enter into force on 15 February 2022.

It also includes an assessment of the take-up of electric and gas cars. According to the report, the targets set for 2020 have for the most part been achieved. However, the targets set in 2017 were moderate and they were tightened in 2021 in the Roadmap for Fossil-free Transport.

23.7.2020 | On 23 July 2020, the government issued an updated decree on infrastructure support for electric vehicles and the use of biogas in transport for 2018–2021. The objective of this support, which has been granted since 2018, is to promote the use of electricity and biogas in road transport by driving investment in the expansion of the electric vehicle (EV) charging and gas refuelling network.

11.2.2019 | The high purchase prices of electric vehicles and challenges of charging in housing companies are currently slowing down the development of the electric vehicle market and public charging infrastructure and the natural growth of the electric vehicle base. A cost-efficient way to accelerate the market would be to introduce more electric vehicles to the vehicle base, but this will require effective promotion measures in the next few years.
