The memorandum prepared in the programme's legislative drafting group was circulated for comments on the Lausuntopalvelu.fi website at the turn of 2025–2026. The government proposal was submitted to Parliament on 4.6.2026. According to the target timetable, the introduction of new services and the entry into force of the necessary legislation would take place from 1.2.2027.

10.7.2026 | The International Maritime Organization IMO convened at its 137th regular session in London on 6–10 July 2026. A particular focus was on the need to protect seafarers and the freedom of merchant shipping. The Council also decided on a number of questions related to the administration and strategic development of the IMO.

23.6.2026 | According to a recent report, it would be beneficial for people to have access to electronic services already before their entry into Finland. This would make it easier for them to attend to necessary official matters.

8.7.2026 | On 17 June 2026, the European Commission published the annual State of the Digital Decade report. According to the report, Finland is a digital frontrunner with strong digital skills, agile enterprises and leadership in artificial intelligence and supercomputing. On 7 July 2026, the Digital Decade Board published its opinion ‘A common orientation for the review of the Digital Decade Policy Programme’. The process to prepare certain sections of the opinion was led by Finland.

31.3.2026 | The Facilitation Committee of the International Maritime Organization (IMO) met in London from 23 to 27 March 2026. The Facilitation Committee (FAL) deals with facilitation, digitalisation and procedures by the authorities related to international maritime traffic.

1.4.2026 | The Government submitted its communication to Parliament on 1 April 2026 regarding the European Commission’s proposal for a Digital Networks Act (DNA). The Government supports the proposal’s aims to modernise and simplify regulation.

22.1.2026 | Prime Minister Petteri Orpo will visit Beijing, China, on 25–28 January. On Tuesday 27 January, Prime Minister Orpo will meet with President of China Xi Jinping, Prime Minister Li Qiang, who is hosting the official visit, and Chairman of the Standing Committee of the National People’s Congress Zhao Leji. The purpose of the visit is to continue dialogue with the Chinese leadership and to promote business opportunities for Finland in China.

23.1.2026 | The European Commission presented proposals on 20 and 21 January 2026 for new cybersecurity regulation and the Digital Networks Act (DNA). The cybersecurity package includes a proposal to revise the Cybersecurity Act and to amend the cybersecurity regulation known as the Network and Information Systems Directive (NIS2 Directive).

23.12.2025 | The Ministry of the Interior has submitted a draft amendment to the Passport Act and the Identity Card Act for comments. These amendments would extend passport and personal identity card validity to 10 years. The consultation process will last until 16 February 2026.

9.3.2026 | Finnish consumers are increasingly ordering low-cost goods online, mostly from manufacturers based in China. Based on the proposals of a recent report, the Government will begin to prepare legislation to address problems caused by these cheap imports. There is also emphasis on consumer responsibility.

6.11.2025 | The annual meeting of Nordic and Baltic ministers for Digitalisation adopted a declaration promoting the adoption of European Digital Identity Wallets. The long-term ambition is to create an open and interoperable Nordic region.

8.12.2025 | The EU’s Competitiveness Council will be held in Brussels on 8–9 December 2025. Finland will be represented by Minister of Employment Matias Marttinen (internal market and industrial policy matters) and Minister of Economic Affairs Sakari Puisto (research, innovation and space matters).

26.9.2024 | The Government’s aim is to create clean economic growth in Finland and replace pollution-generating solutions around the world through technology exports. The Government will boost the work on the positive climate handprint together with business and industry.

10.11.2022 | On 10 November 2022, the Government proposed amendments to the Act on Funding Agency for Innovation Business Finland and Business Finland Oy and the Act on Public Employment and Business Service.

23.4.2025 | Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2026–2029. The decisions focus on reinforcing the conditions for economic growth and enhancing the security of Finland and the Finnish people. At the same time, the Government will ensure that public finances are sustainable. The growth package will be financed responsibly through measures to increase general government revenue and reduce expenditure.

16.12.2021 | Amendments to the Trade Register Act and the Business Information Act will take effect in August next year. The amendments will update the Acts to comply with two EU Directives. Trade register data will move more easily between EU Member States in future. In addition, a electronic trade register extract will become free of charge through a decree amendment.

22.12.2025 | The Ministry of the Interior has issued decrees on fees charged by the police and the Finnish Security and Intelligence Service. The decrees will enter into force on 1 January 2026 and be effective until 31 December 2026.
