28.5.2026 | On 28 May 2026, the Government proposed the approval of the national provisions supplementing the European Union’s Cyber Resilience Act (CRA). The legislation will enter into force on 1 June 2026, with transitional periods aligned with those of the CRA during 2026–2027. The aim of the CRA is to improve the cybersecurity of products.

21.5.2025 | On 20 May 2025, the Ministry of Economic Affairs and Employment appointed three working groups to prepare the measures agreed by the Government in its mid-term policy review session in spring 2025. The working groups will prepare measures concerning the board-level employee representation, the Act on the Protection of Privacy in Working Life, and the time for taking carried-over holiday entitlement.

3.6.2026 | The Government submitted its second supplementary budget proposal for 2026 to Parliament on 3 June. The supplementary budget includes employment measures outlined in the spending limits session and investments in counter-drone capabilities and defence more broadly. The proposal also includes an increase to revenue estimates.

29.4.2026 | The Ministry of Transport and Communications invites comments on a draft government proposal concerning the implementation of the Non-Road Mobile Machinery and Euro 7 Regulations. The proposal also introduces amendments to certain national provisions. Comments may be submitted until 10 June 2026.

22.4.2026 | Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2027–2030. Both the global economy and Finland’s finances are facing challenges. In its spending limits session, the Government focused on new targeted measures to strengthen people’s confidence in the future and improve the conditions for growth and employment.

9.3.2026 | Finnish consumers are increasingly ordering low-cost goods online, mostly from manufacturers based in China. Based on the proposals of a recent report, the Government will begin to prepare legislation to address problems caused by these cheap imports. There is also emphasis on consumer responsibility.

22.12.2025 | The acts regulating the powers of national authorities supervising the provisions of the EU Artificial Intelligence Act will enter into force on 1 January 2026. The President of the Republic approved the legislative amendments on the proposal of the Government on 22 December 2025.

27.11.2025 | The Government submitted a legislative proposal for the national implementation of the European Union’s new Cyber Resilience Act (CRA) to Parliament on 27 November 2025.

8.12.2025 | The EU’s Competitiveness Council will be held in Brussels on 8–9 December 2025. Finland will be represented by Minister of Employment Matias Marttinen (internal market and industrial policy matters) and Minister of Economic Affairs Sakari Puisto (research, innovation and space matters).

31.3.2022 | Extensive legislative amendments related to market surveillance will enter into force in April. The amendments will modernise market surveillance to correspond to the changes in the operating environment of companies, such as more complex supply chains and online sales. The reform will update market surveillance to comply with the EU Market Surveillance Regulation.

17.5.2023 | On 17 May 2023, the Government submitted to Parliament a Union communication on the Commission proposal for a regulation on the approval and market surveillance of non-road mobile machinery. The Government supports the aim of the proposal to strengthen the single market while ensuring a high level of road safety.

23.9.2021 | The Government proposes amendments to certain laws regulating market surveillance in Finland. The amendments will update national market surveillance structures to correspond with the new EU Market Surveillance Regulation. The proposal also aims to harmonise the regulation of market surveillance in Finland. The amendments are set to enter into force during autumn 2021.

8.5.2025 | The Government submitted to Parliament its proposal for legislation supplementing the EU Artificial Intelligence Act (AI Act) on 8 May 2025. It proposes to enact an act to monitor artificial intelligence systems and to amend the acts regarding market surveillance of products and enforcement of fines. The proposal concerns the first phase of the implementation of the AI Act.

20.11.2024 | The Cyber Resilience Act (CRA) was published in the Official Journal of the European Union on 20 November 2024. The CRA sets minimum cyber security requirements for products and software that can be connected to the internet or to other devices. A project preparing national legislation to complement the Act is underway at the Ministry of Transport and Communications.

10.1.2022 | The European Commission has published the Single Market scoreboard that measures the implementation of the Single Market rules in the Union during 2020. The Single Market refers to the free movement of people, goods, services and capital in the EU. The Commission has extended the scope of the scoreboard to include three new policy areas: business environment for SMEs, greening of the industry, and market surveillance.
