  12. 22.12.2025 | The conditions for obtaining a permanent residence permit will be tightened. For example, the continuous period of residence required for the permit will be extended. Applicants will also be required to demonstrate higher integrity, proficiency in Finnish or Swedish and have a work history of a certain length.   13. 17.12.2024 | The Ministry of the Interior has submitted to the Non-Discrimination Ombudsman a follow-up report on the preparation of the allocation of the refugee quota. The report requested by the Ombudsman was also submitted to the Chancellor of Justice.   15. 13.2.2025 | The Finnish Ministry of the Interior has sent out for comments a government proposal to extend the validity of the Act on Temporary Measures to Combat Instrumentalised Migration ('Border Security Act') until 31 December 2026.   16. 5.12.2024 | The Government proposes amendments to the legislation on temporary protection. The aim is to streamline the granting of temporary protection from the perspective of both the beneficiaries and the authorities. The amendments concern people who have fled the war in Ukraine but also other possible situations of temporary protection in the future.   20. 5.12.2025 | The Government has decided to set up a fixed-term state aid scheme for data centres. The Government will also launch a cross-administrative legislative project to establish a register of data centres and lay down the related obligations. These decisions were made by the Ministerial Committee on Economic Policy in its Friday 5 December meeting, where the committee also decided that the security authorities would explore the security aspects related to data centres.
