26.1.2026 | The Ministry of Economic Affairs and Employment appointed a working group to prepare a programme to prevent segregation. The working group will identify measures to reduce segregation. The programme is due to be completed by the end of 2026.

15.1.2026 | Under the proposal, a fixed-term employment contract could be concluded without a justified reason for a maximum of one year if certain conditions are met. The Government also proposes to shorten the notice period for lay-offs and to limit the employer’s obligation to re-employ dismissed employees. The proposal for the amendments was submitted to Parliament on 15 January 2026.

5.2.2026 | On Thursday 5 February, the Government submitted a supplementary budget proposal for 2026 to Parliament. The supplementary budget focuses on boosting growth and investments with the goal of supporting employment. The proposal also includes a decrease to revenue estimates.

22.12.2025 | On 22 December 2025, the Government issued a decree under which regional transport subsidies will continue in 2026‒2028. The subsidy will remain largely the same as before.

2.6.2025 | The Ministry of Economic Affairs and Employment is organising a consultation round from 2 June to 28 July 2025 on legislative amendments to the grounds for fixed-term employment contracts, the duration of the notice period for layoffs and the re-employment obligation of employers. The proposed amendments have been prepared in a tripartite working group that was not unanimous in its work.

28.11.2025 | With the aim of strengthening Finland’s economic growth, speeding up investments and improving employment, the Ministry of Economic Affairs and Employment has prepared a growth and employment package in line with the Government’s decisions. The package will be funded by redistributing unused funds from the investment aid programmes in the branch of Government of the Ministry of Economic Affairs and Employment. The estimated total amount of funds will be EUR 156 million.

8.12.2025 | The Ministry for Foreign Affairs opens a call for applications for discretionary government grants for civil society organisations (CSOs) and communities whose activities are relevant to Finland’s foreign and security policy and its international commitments and that support the promotion of international activities of Finnish businesses and the development and provision of services aimed at helping businesses to expand internationally.

22.12.2025 | On 22 December 2025, the Government adopted a decree on a new grant that employment authorities can use to help companies hire unemployed young people under 30 years of age. This grant is also known as the employment voucher or recruitment subsidy. The subsidy granted to a company covers half of the young person’s salary for six months, but no more than EUR 1,500 per month.

24.2.2025 | According to the Government Programme, the regulation concerning the grounds for terminating employment related to the employee will be amended so that, in future, a proper reason would be sufficient for terminating an employment contract. The Ministry of Economic Affairs and Employment requests comments on the legislative amendments to be submitted between 24 February and 7 April 2025. The amendments have been prepared in a tripartite working group that was not unanimous in its work.

2.12.2025 | “Ten Economic Development Centres will start operations on 1 January 2026. The reform on regional state administration will create comprehensive and cost-effective state administration services in regions to promote sustainable growth, competitiveness and attractiveness,” Minister of Economic Affairs Sakari Puisto said at a press conference on the launch of the Centres.

18.9.2025 | At its meeting on 16 September, Prime Minister Petteri Orpo lead the Research and Innovation Council in discussions on the implementation of national policies for the use of R&D funding. The Research and Innovation Council was briefed by the Research Council of Finland and Business Finland as well as two organisations that are implementing significant national R&D projects.

8.8.2025 | The Ministry of Economic Affairs and Employment proposes appropriations of approximately EUR 3.49 billion for its administrative branch for 2026. This is EUR 179 million less than in the 2025 Budget.

11.2.2025 | The economic expectations of small and medium-sized enterprises (SMEs) have remained largely unchanged since last autumn, but they show some improvement from a year ago. Lower inflation and interest rates have had a positive impact on companies’ outlook. According to the SME Barometer published on 11 February 2025, the challenging situation of companies in the retail sector is gradually easing.

27.8.2025 | Finland needs more exports, investments and ambitious R&D activities to boost our economy.

6.3.2025 | On 6 March 2025, the Government decided on the allocation of funds under ‘Innovation and Skills in Finland 2021–2027’, the EU’s Regional and Structural Policy Programme, for 2025. At the same time, the Government made decisions on the allocation of funds from the 2021–2027 Interreg programmes for 2025.

10.2.2025 | The fourth programming period of EU structural funds for Finland ended at the end of last year. Finland made full use of the funding provided by the EU, including additional funding from the EU recovery package. The ‘Sustainable growth and jobs’ programme invested EUR 3 billion in the vitality of Finnish regions to promote the success of companies, RDI activities and citizens.

23.4.2025 | Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2026–2029. The decisions focus on reinforcing the conditions for economic growth and enhancing the security of Finland and the Finnish people. At the same time, the Government will ensure that public finances are sustainable. The growth package will be financed responsibly through measures to increase general government revenue and reduce expenditure.

3.4.2020 | The Government is taking various measures to ensure that businesses will be able to continue operating on a profitable basis after the coronavirus crisis is over. Both direct business subsidies and guarantees for loans are made available to businesses. As the most recent measure, on 14 April 2020 the Finnish Industry Investment Ltd Tesi will launch a new funding programme for medium-sized enterprises. The State allocates EUR 150 million for this programme.
