29.11.2024 | The tripartite working group tasked with examining the implementation of the EU Directive on Minimum Wages in Finland has completed its work. According to the group, implementation of the Directive does not require national legislative measures. The current legislation meets the requirements of the Directive, and the conclusion of collective agreements is supported through official measures. In Finland, minimum wages are based exclusively on the collective agreement system.

23.4.2026 | Russia is waging a war of aggression in Ukraine for the fifth year and has not demonstrated a genuine willingness to negotiate for a lasting peace. Russia’s ruthless strikes on civilian targets highlight the need to tighten sanctions. With its 20th sanctions package, the European Union continues to increase pressure on Russia to weaken the country’s ability to pursue its war of aggression against Ukraine.

15.3.2023 | Wage and salary earners’ ability to influence their own work has started to increase after a long steady period. Based on several different indicators, the majority of wage and salary earners consider the quality of working life good. However, the results from different groups of wage and salary earners are diverging, according to the Working Life Barometer 2022 published on 15 March 2023.

24.3.2022 | At the end of the second coronavirus year, the views of wage and salary earners on the labour market were fairly positive, according to preliminary data from the Working Life Barometer 2021, which was published on 24 March 2022. More than 80 per cent of them felt that their capacity to work was good in relation to the physical and mental demands of the work.

10.12.2020 | On 28 October 2020, the European Commission presented a proposal for a Directive on adequate minimum wages in the EU. The Government supports the proposal’s objective to combat in-work poverty, for example by improving the role of labour market organisations in wage formation and their ability to negotiate and agree wages through collective agreements.

12.6.2020 | Measures to revitalise working life after the coronavirus crisis will be discussed at the informal meeting of the Nordic Council of Ministers for Labour on 12 June 2020. The Ministers will also discuss the EU’s minimum wage initiative. Finland’s representatives at the video conference are Minister of Employment Tuula Haatainen and Minister of Social Affairs and Health Aino-Kaisa Pekonen.

22.4.2026 | Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2027–2030. Both the global economy and Finland’s finances are facing challenges. In its spending limits session, the Government focused on new targeted measures to strengthen people’s confidence in the future and improve the conditions for growth and employment.

19.12.2024 | On 19 December 2024, the President of the Republic approved the amendments to the legislation concerning the conciliation system. The amendments will enter into force on 1 January 2025.

7.10.2025 | The Ministry of Economic Affairs and Employment is preparing the introduction of an employment voucher for young people, which was decided in the government budget session in September. The launch of the employment voucher is planned already for the beginning of next year. The purpose of the employment voucher is to help young people find work in the open labour market by temporarily reducing the costs of recruitment.

3.10.2024 | The reform would strengthen the consideration of the overall benefit of the national economy and the functioning of wage formation in the conciliation procedure. The Government submitted its proposal to Parliament on 3 October 2024.

4.6.2024 | The Government is set to strengthen Finland's labour market model. A tripartite working group, which drafted the amendments to the system of mediating labour disputes, did not reach a unanimous agreement. The Ministry of Economic Affairs and Employment will circulate the working group’s report for comments between 4 June and 30 July 2024.

24.5.2024 | A tripartite working group has prepared amendments to the mediation system for labour disputes. The work is nearing completion and the main outlines of the reform are clear. Consultation round on the working group’s report will begin in June 2024.

16.1.2024 | The Ministry of Economic Affairs and Employment will appoint a tripartite working group to prepare legislative amendments to implement changes to the negotiation system, in accordance with the Government Programme. The Government’s aim is to promote the creation of an export-driven labour market model.

20.12.2024 | The start of 2025 will see the entry into force of new acts and decrees. The most important changes in the administrative branch of the Ministry of Economic Affairs and Employment are summarised below.

23.4.2025 | Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2026–2029. The decisions focus on reinforcing the conditions for economic growth and enhancing the security of Finland and the Finnish people. At the same time, the Government will ensure that public finances are sustainable. The growth package will be financed responsibly through measures to increase general government revenue and reduce expenditure.
