24.10.2025 | The Ministry of Economic Affairs and Employment requests comments on the draft Government decision concerning offshore wind power areas in the exclusive economic zone and on the related environmental report in accordance with the Act on the Assessment of the Effects of Certain Plans and Programmes on the Environment (the SOVA Act).

23.6.2025 | The Ministry of Economic Affairs and Employment has sent out for comments a draft government decree on offshore wind power in the exclusive economic zone. Comments and opinions on the proposal should primarily be submitted under the ‘request for comments’ published on the lausuntopalvelu.fi website by 18 August 2025.

27.1.2026 | Finland and China signed a memorandum of understanding (MoU) on energy cooperation in Beijing on 27 January 2026. The areas of cooperation focus in particular on clean energy, smart energy systems and energy innovation.

19.12.2024 | On 19 December 2024, the President of the Republic approved the Act on Offshore Wind Power in the Exclusive Economic Zone. The Act will help promote offshore wind power in the exclusive economic zone, clarify the regulation of offshore wind power projects within the zone and ensure that the rights to the exploitation of offshore wind power are granted in a fair, transparent and predictable manner.

20.8.2024 | In October 2023, the Ministry of Economic Affairs and Employment appointed a working group to examine ways to improve Finland’s competitive position in offshore wind power production compared with other Baltic Sea countries and to promote other targets on offshore wind power set out in the Government Programme. The proposals included in the report published by the working group on 20 August 2024 form an action plan for the promotion of offshore wind power.

8.10.2024 | The Ministry of Economic Affairs and Employment appointed a coordination group on offshore wind power. The group will maintain a situation picture for the offshore wind power sector and participate in the preparation of the timetables and selection of wind power areas, which will be tendered in territorial waters and the exclusive economic zone.

4.11.2025 | Rapporteur Veli-Matti Mattila proposes in his report measures such as continuing electricity tax relief and streamlining permit procedures for data centres with high value added.

1.2.2024 | The Ministry of Economic Affairs and Employment and the Ministry of Defence have appointed a working group to explore ways to coordinate territorial surveillance and wind power construction. The aim is to improve the conditions for wind power projects to proceed in eastern Finland. The term of the working group is 1 February–30 June 2024.

23.11.2023 | On 23 November 2023, the Government adopted a resolution on launching an auction procedure concerning offshore wind power sites located in the public water areas of Finland. 

29.12.2022 | On 29 December 2022, the Government granted research permits for offshore wind projects in four open sea areas in Finland’s exclusive economic zone. The permits were granted to Ilmatar Energy Oy for the research area “Voima” in the open sea area off the coast of Jakobstad and the research area “Norrskär” off the coast of Kaskinen. Eolus Finland Oy/Tuulia Offshore Ab and Wellamo Offshore Ab received permits for the research areas “Tuulia” and “Wellamo” in the Sea of Bothnia off the coast of Pori.

20.12.2024 | The start of 2025 will see the entry into force of new acts and decrees. The most important changes in the administrative branch of the Ministry of Economic Affairs and Employment are summarised below.

8.12.2021 | On 8 December 2021, the Government’s Ministerial Committee on Economic Policy decided to support the proposal for an auction model that is to be applied to leasing public water areas governed by Metsähallitus to private companies for offshore wind power development and construction projects. The proposal aims to boost the market-driven development of offshore wind power.

20.1.2022 | The Government has granted research permits for three offshore wind power projects in Finland’s exclusive economic zone. Wpd Finland Oy was granted a permit on 20 January 2022 for the research area west of Jakobstad. OX2 Finland Oy received permits for two projects in the research areas west of Hailuoto and Jakobstad last week. Both companies’ permits offshore of Jakobstad concern the same area. The studies are set to be conducted this and next year.

30.10.2024 | Finland and Saudi Arabia have signed a memorandum of understanding (MoU) on energy. It aims to enhance technical and economic cooperation between the two countries in the energy sector and promote the access of Finnish companies to the Saudi Arabian market.

27.6.2025 | The clean energy transition is progressing at a good pace, thanks in part to the emissions trading system. However, reaching Finland’s climate targets will require more action in the effort sharing sector, and especially in the land use sector where emissions increased compared to the previous year.

9.10.2024 | On 9 October 2024, the Ministerial Committee on Economic Policy discussed and supported the new outlines for the ownership policy concerning Metsähallitus for 2024–2027. Besides the reconciliation of different needs, new objectives have also been included. Among the topics concerned are the economic benefit from the operations of Metsähallitus to the State and promotion of biodiversity and renewable energy.

13.11.2023 | The Finnish Catch the Carbon package of climate measures has developed various methods to guide climate-smart land use and to reconcile different forms of land use. This week, two key projects are presented at the international emission reduction forum of OECD countries in Paris.

6.8.2024 | Luxembourg is again funding renewable energy projects that will be implemented in other EU Member States. A total of EUR 52.4 million in funding is available through the EU Renewable Energy Financing Mechanism (RENEWFM).

16.7.2024 | The European Commission awarded EUR 39.11 million in funding under the Connecting Europe Facility (CEF) to 11 projects in Finland. Five central government projects received a total of EUR 20.16 million and six private sector projects a total of EUR 18.96 million in funding.

31.7.2023 | The Ministry of the Environment has awarded more than EUR 1.3 million in grants to 15 municipalities and 7 regional councils for studies and land use planning aimed to promote investment projects related to the green transition.
