Proposal for 2024 Budget submitted to Parliament

The Government submitted its budget proposal for 2024 to Parliament along with the related legislative proposals and the General Government Fiscal Plan, which covers 2024–2027.

The central government's appropriations in the budget proposal total EUR 87.9 billion. Revenue is estimated at EUR 76.3 billion. The budget proposal shows a deficit of EUR 11.5 billion. 

The appropriations in the budget proposal are EUR 6.5 billion more than in the 2023 Budget. The increase in appropriations compared to 2023 is largely due to changes in central government funding for the wellbeing services counties, statutory and agreement-based index adjustments in 2024, and interest expenditure.

A total of EUR 74,963 million is proposed as appropriations within the spending limits. A total of EUR 147 million will be set aside as an unallocated reserve. A total of EUR 400 million has also been set aside for supplementary budgets in 2024.

The Government also reached an agreement on the General Government Fiscal Plan for 2024–2027. The General Government Fiscal Plan is drawn up for the parliamentary term and is revised annually for the following four years. 

The General Government Fiscal Plan includes the Stability Programme and the Draft Budgetary Plan. Finland submits these plans to the EU.
