Finland to reinstate border control at internal borders to ensure security of Euro-Mediterranean Conference of Foreign Ministers

The Finnish Government decided today on 9 November to reinstate border control at internal borders from Monday 13 to Wednesday 29 November 2006. The aim is to ensure the security of the Euro-Mediterranean Conference of Ministers for Foreign Affairs to be held in Tampere on 27 and 28 November. According to the information available, there is no specific threat to the meeting.

During this period, all persons entering or leaving the country via internal borders will not be subject to border checks. Checks will be carried out in accordance with the Community Code on the rules governing the movement of persons across borders (Regulation (EC) no 562/2006 of the European Parliament and of the Council) and with the Finnish national provisions on reinstating border control at internal borders.

In practice, border control measures will be targeted at the main border crossing points, but they can also be carried out, for example at the land border between Finland and Sweden and Finland and Norway. Passengers are not required to carry any other travel documents than what is normally required.

In the European Union, border checks have been reinstated in fear of terrorist attacks and in attempt to ensure public order and security during major public events, such as football matches. Border checks have also been reinstated, almost without exception, in connection with EU summits. Finland reinstated border checks in 2005 to ensure the security of the World Championship in Athletics and in autumn 2006 to ensure the security of the ASEM Summit and the informal meeting of the EU Heads of State or Government held in Lahti.
