Proposal to amend the provision of the Municipality of Residence Act on immigration

The Finnish Government today, on 19 October, decided to propose that the President of the Republic submit Parliament the Government proposal for an Act amending the provision of the Municipality of Residence Act on immigration. According to the proposal, the provision should be amended so that the Act would lay down more specific and comprehensive provisions on the conditions for determining the municipality of residence of a person who has moved to Finland and his or her place of residence within the municipality. The proposal covers all groups of immigrants regardless of their nationality.

The amendment seeks to promote the equal treatment of immigrants and to harmonise the interpretation of the Register Offices and other authorities applying the provision when they make decisions on the municipality of residence. This will be achieved by issuing more precise provisions.

The proposal entails that the conditions for establishing the municipality of residence of a foreign national will be more closely linked to the content of the residence permit issued to the person in question. It also provides that in certain cases persons moving to Finland for the purpose of studying can have a municipality of residence in the country.

The Act is due to come into force about three months after it has been passed and approved.
