Minna Hulkkonen appointed as Director General of the Migration Department at the Ministry of the Interior

On Thursday 13 August, the Government appointed Minna Hulkkonen, Master of Laws, as Director General of the Migration Department at the Ministry of the Interior for the period 1 September 2020 to 31 August 2025.

Minna Hulkkonen has worked as Senior Specialist at the Ministry for Foreign Affairs at the Embassy in Moscow since 2019. Before that, she worked as Ministerial Adviser and as team leader of the team of Finland's National Capability for Civilian Crisis Management at the Ministry of the Interior in 2018. Between 2012 and 2018, Hulkkonen served as Legal Adviser and head of a team at the Cabinet in the Office of the President of the Republic.

In 2011–2012, Hulkkonen worked as Director General of the International Affairs Unit at the Ministry of the Interior for a short period, in 2009–2011 as Ministerial Adviser and head of a team at the Prime Minister's Office, and in 2007–2009 as Committee Counsel at the Parliamentary Office. Between 1996 and 2007, Hulkkonen worked in a number of different positions at the Ministry of the Interior, as Senior EU Specialist at the Prime Minister's Office, and as Senior Specialist at the Ministry for Foreign Affairs at the Permanent Representation of Finland to the EU. 

The Director General manages the operations of the Migration Department and is responsible for its performance. The Director General is also responsible for launching and monitoring law drafting and other projects of fundamental importance in her department, and for developing and monitoring the operations of the sector. 

A comprehensive security clearance has been conducted on the Director General and a non-compete agreement has been concluded with her under the Act on Public Officials in Central Government. The agreement limits the public official’s right to transfer, during the time of limitation, to other tasks outside central government in which he or she would benefit from the use of confidential information. The time limitation will be six months from the end of the employment relationship.
